Yes STAFF RECOMMENDATION: Staff recommends the Commission table the application until a phasing and lighting plan are submitted. The phasing plan is needed to determine the extent of the proposed construction and if the three buildings will stand on their own should the rest of the project not be built. HISTORY At the April 4, 1995 Commission meeting, this project was conceptually reviewed. The main comments included the massing of the buildings and mirror image. Included in your packet are the revised elevations, the originals elevations, the site plan, and building materials and colors. INTRODUCTION: Shapiro Development has submitted plans for Final Design Review of Buildings B, C, and D, on proposed Lot 4, Nottingham Station Subdivision. Buildings' B, C, and D contain 8 units each for a total of 24 units. STAFF COMMENTS: The PUD has established the regulations, however, until final plat approval and recording, setbacks, etc. are not valid. The applicants have made some revisions to the massing of the proposed buildings. Does the Commission view the revisions as meeting the intent of the Subarea guideline of stepping the massing away from the Eagle River? The proposed site plan does not indicate a phasing proposal. Staff needs to review all proposed improvements and their location on site. Such improvements include, but are not limited to, the following; ♦ Infrastructure; Sidewalks; PLANNING AND ZONING COMMISSION STAFF RL+ r ORT April 18, 1995 Proposed Lot 4, Nottingham Station Buildings A, B, and C Final Design Review ♦ Paths; ♦ Street Improvements; ♦ Landscaping; ♦ Parking; ♦ Lighting; • Drainage; • Grading; and ♦ Utility Connections; All phased projects must be independent of the future phases. The above information is required to thoroughly review the project. Site and building lighting shall be provided for review and approval. DESIGN REVIEW CONSIDERATIONS: The Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. RECOMMENDED ACTION: 1.
