The fence will enclose the patio area by the children's library. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. The fence is within the property line and is in conformance with the Zoning Code. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The fence is a log rail fence. It is of an open style, with a large amount of space between the supports. The rustic style of the fence matches the library building and is suitable for the site 3. The compatibility of the design to minimize site impacts to adjacent properties. The fence will not impact adjacent properties. The fence is located near the building and because of its open construction will not create any negative visual impacts. 4. The compatibility of the proposed improvements with site topography. Not applicable 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. Because of the open construction of the fence, and its location near the library building, it will not have any negative impact on the neighboring recreation center or views from the street. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. Not applicable 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The fence is in conformance with the downtown Design Guidelines. It is a two rail open fence design recommended for situations where it is not needed for blocking views or screening (p. 26, Downtown Design Guidelines) Staff Recommendation Approve as submitted.
