According to the applicant, Holy Cross Electric directed them to move the meter to a separate pedestal to allow better access for their meter readers. The applicants moved the meter at their own expense. They did not realize that Holy Cross's direction was contrary to the Town's design regulations which specifically require that meters be located on the homes. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. It is the general policy of the Design Review, Procedures, and Regulations to require that utility structures be screened from view. The establishment of a separate meter pedestal is contrary to the guidelines. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The mounting of the meter on a separate wooden pedestal that is not completely screened has been considered an inappropriate treatment for meters in this architecturally controlled community. The practice has been to mount the meters on buildings and/or inside a meter door. 3. The compatibility of the design to minimize site impacts to adjacent properties. The meter is visible from neighboring properties and the road and would be more compatible if mounted on the building as was originally specified. 4. The compatibility of the proposed improvements with site topography. There appears to be no topographical constraint to Holy Cross obtaining access to the meter on the duplex building. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. Not applicable 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Goal 11 of the Comprehensive Plan is to ensure a high quality visual image of the Town through both public and private sector activities. The policy of locating meters on buildings helps to promote a high quality image from roadways and neighboring property and should be discouraged. Staff Recommendation Based upon the above criteria, staff cannot recommend approval of establishing a separate utility pedestal for the electric meter.
