L52 B2 WR Satisfaction of ConditionsMemorandum Date: May 17, 1996 To: Planning & Zoning Commission From: George H. Harrison, Planner Re: Lot 52, Block 2, Wildridge Subdivision-Patriacca Duplex; Color Modification and Satisfaction of Conditions for Final Design Approval. Item #1: Color Modification On April 16, 1996 the applicant received approval to modify the approved colors for this duplex from Benjamin Moore Manor White 4 1465 to a Coffee Milk color 9 399. The applicant desires to again change the color of the approved stucco from the Coffee Milk to Doeskin 9 403 as well as the cedar trim color to a darker color, Olympic Stain 9908 (sample materials with colors are available for viewing in our offices). Item #2: Landscape Plan The applicant is also seeking approval for the project's landscape plan, as required by the original October 6, 1995 Final Design approval. That condition stipulated that: • Ten (10) trees be added to the landscape plan and that the landscape plan be brought back to the Commission for approval. The original landscape plan called for a total of two (2) Colorado Blue Spruces. The revised landscape plan provides for a total of thirty-eight (38) various trees (please refer to submitted landscape plan for specifics). Though the revised plan appears to generally respond well to the concerns of the Commission and to the guidelines and regulations of the Town, four items concern staff: 1. The revised landscape plan proposes to the rear of the duplex a new to 6' rock retaining wall. The approved grading plan does call for a berm in this location, but no retaining walls were reviewed or approved for this area. Town regulations require structural design for any retaining walls equal to or taller than 4'. 2. The proposed landscape plan depicts unidentified symbols on either side of the two duplex units and to the east of the driveway entrance. It is possible that these symbols are meant to represent new retaining walls. As with 91 above, no retaining walls were reviewed or approved in the original grading plan. 3. The original landscaping plan proposed plantings in the small island between the two garages. The revised landscape plan no longer proposes plantings in this location. Some of the signcant amount plantings in the revised landscape plan should be repositioned in this area to soften the front elevation of the duplex. 4. The plantings summary table for the revised landscape plan proposes minimum sizes for both Aspen and Flowering Crabapple Trees as 7' - 12' and 7', respectively. The standard recommendation of the Commission for deciduous trees is a minimum truck calipur of 2". j: \p&z\052196\572b2wr5.doc Lot 52, Block 2. Item #2: Staff recommends approval of the revised landscape plan with the following conditions: 1. That structural drawings for any portion of the proposed retaining to the rear of the duplex structure equal to or greater than four feet be approved by staff. 2. That any revision to the grading plan involving retaining walls be approved by staff. 3. That some of the proposed plantings be moved to the island between the garages. 4.
