The exterior is stucco with wood trim (soffits and facia), and asphalt shingle roofing. The north unit includes 2586 square feet (s.f.) of finished area on two floors, with 1302 s.f . of semi -finished area in the basement, for a total of 3888 s.f. of habitable area. The two -car garage is 620 s.f. The south unit has 2553 s.f. of finished area on two floors, with 1159 s.f. of semi- finished area in the basement, for a total of 3712 square feet of habitable area. The garage is 495 s.f. The Commission reviewed the concept design for this project on July 2, 1996. Concerns noted were as follows: • Vehicle access was limited due to the building's size and proximity to the north property line. • The building appeared to exceed the 35' height restriction. • The building appeared large for the site. The applicant has revised the plan to move the building south, creating more maneuvering room for vehicles, and allowing more screening of the driveway. The building height is also within the 35 foot height limit. Building mass has not changed. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. • Allowed use: Conforms with the allowed residential use. • Density: Single-family use conforms with this lot's dwelling unit designation. • Lot Coverage: Proposed building coverage is 17%. • Setbacks: No proposed encroachments. • Easements: No proposed encroachments. Proposed grading in the 10' Slope Maintenance and Snow Storage Easement will be reviewed upon clarification of the topographic survey in the area immediately adjacent to the street. Town of Avon Community Development c:\server\p&z\1996\080696\66b4wr.doc (970) 949-4280 Fax (970) 949-5749 Lot 66, Block 4, Wildridge Subdivision, Final Design Review, page 2 August 6, 1996, Planning & Zoning Commission meeting • Building Height: The largest scaled height of 35' on the north elevation conforms with the 35' maximum limit. • Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline and the proposed driveway grades conform with Town standards, except that area immediately adjacent to the street, which should be revised on the topo survey and resubmitted for staff review. • Parking: The two (2) garage spaces plus the two (2) surface parking spaces on the north unit and (1) surface parking space on the south unit meet the required three (3) spaces. • Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. • Landscaping: Submitted landscape plan appears suitable. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. • The house is oriented along the slope; it may be large relative to the site, but is otherwise in conformance with the Town's design standards. 3. The compatibility of the design to minimize site impacts to adjacent properties. • Placement of the house and landscaping generally minimize impacts on neighboring property. 4. The compatibility of the proposed improvements with site topography. • The house is oriented to capture the views, and is oriented with the slope of the site. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. • Some additional landscaping along the driveway may reduce impacts on views from the north. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. • n/a 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. • The design generally conforms. Recommended Motion Approve final design of the duplex residence on Lot 66, Block 4, Wildridge Subdivision, as depicted on the plan set dated "Received" July 24, 1996, subject to the following conditions: 1. The topographic survey be revised to accurately depict the terrain adjacent to the street, and the grading plan revised if necessary, and submitted for staff approval. 2. All flues, flashing and galvanized metal will be painted to match surrounding materials. 3. All meters will be placed upon the building. 4. Automatic irrigation system will be installed.
