The building expansion was anticipated in the original plans, which indicated this area for a future expansion. The building addition will match existing materials and building colors. Four wall mounted lights are proposed. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. The site plan needs to be updated to reflect the current lot lines -tracts A and B. • Allowed use: Conforms with the allowed retail use for the shopping center. • Lot Coverage: Proposed building coverage of 29% conforms with the 50% maximum. • Setbacks: A revised site plan and stamped topographical survey is needed to verify that there are no proposed encroachments. The site plan does not show the current platted property lines. In 1987 lots 23 and 75 were replatted into Tracts A and B. • Easements: See note above. • Building Height: The proposed addition matches the existing building height. • Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline and the proposed driveway and parking lot grades conform with Town standards. • Parking: Wal-Mart is a large, single use retail store and is required to provide 4 parking spaces per 1000 square feet of gross leaseable area. Total parking required is 248 spaces. If the P&Z grants the 15% large single use project reduction, 211 spaces are required. Wal-Mart shares its parking lot with a 17,000 square foot commercial building. As a mixed use, this building requires 94 spaces. Assuming the original approval included the 15% reduction for mixed use, the requirement drops to 80 spaces, for a total of 305 spaces. Total parking provided is 313 spaces. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The scale and materials of the addition are consistent with the existing structure. 3. The compatibility of the design to minimize site impacts to adjacent properties. see # 2, above. 4. The compatibility of the proposed improvements with site topography. n/a 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. See # 2, above. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. n/a 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The proposed addition is consistent with the above. Staff Recommendation Approve the addition as proposed, subject to: 1. verification by staff that the addition meets setback requirements and does not encroach on any easements. 2. All flues, flashing, galvanized metal and mechanical equipment will be painted to match surrounding materials. Recommended Motion Approve the building addition proposed for Tract B, Benchmark at Beaver Creek Subdivision as described on the plan set dated 24 June, 1996, subject to the following conditions: 1. Verification by staff that the addition meets setback requirements and does not encroach on any easements. 2. All flues, flashing, galvanized metal and mechanical equipment will be painted to match surrounding materials.
