The Town of Avon Planning and Zoning Commission regularly meets at 6:00 p.m. on the first
and third Tuesday of each month, in the Avon Council Chambers, Avon Municipal Building, 400
Benchmark Road, Avon, CO 81620. Meeting agendas are posted at least 72 hours in advance of

Project Type: Shopping Center - Drive -Up Coffee Kiosk
Property Owner: City Market
Applicant: Calf -A -Coffee
Address: 260 Beaver Creek Place
Motion:
Commissioner Fehlner moved to approve item A of the Consent Agenda.
Commissioner Fehlner moved to approve the drive-through coffee kiosk on Lot 67 and 68,
Benchmark at Beaver Creek Subdivision, as depicted on the application and plan set dated
October 25, 1999 with the following conditions:
1. The kiosk must be placed 25'0" from the property line;
2. A sign application for the project will be submitted for staff approval;
3. The hours of coffee service are limited to 6 a.m.-3 p.m. for forty-five (45) days to determine
the traffic impacts posed by this drive-thru. After forty-five (45) days, the applicant can
request relief from this condition.
4. The approval is good for one year, unless staff determines there are no adverse impacts posed
by this project.
Commissioner Sipes seconded. The motion passed 5-2 with Commissioner Evans and
Commissioner Morrison opposing.
VI. Work Session
Project: Lot C
Project Type: Mixed -Use Development
Property Owner: Vistana, Inc.
Applicant: Oz Architecture
Address: 160 Nottingham Road
Tom Obermeyer, Bret Miller, and Rod Rydell with Oz Architecture presented designs to the
Commission.
The level of service as determined by the traffic engineer hired by the applicant would meet or
exceed the requirements of TOA. The proposal is allowing for 70 feet of stacking on Sun Road.
The applicant revised the pedestrian access through the site per staff's recommendations.
Commissioner Sipes asked about the amount of parking spaces dedicated to employee housing
units. Currently, there are no designated parking spaces for the employees.
The proposed materials will include a masonry base with stucco in mid -phases, cement on the
upper levels and a metal roof.

Clarification of the bus turnaround, loading zones and a detailed phasing plan for the entire
project must be provided.
Screening of the loading and services areas must be clarified.
Commissioner Klein asked about the number of employee housing units. There are twenty
employee units ranging from studios to three bedroom units. The applicant has satisfied the
PUD requirements for employee housing.
Commissioner Evans asked what the height limitation is according to the PUD. Mrs. Griffith
said it is the height of Avon Center.
Ms. Griffith said the applicant does meet all the parking requirements assuming that the
timeshare units meet the Town Code definition of a two bedrrom unit. The apply needs to
provide clarification.
Tom Marcin with Marcin Engineering verified that Sun Road would have 10 feet of fill to create
a 4 % grade. Ed Smith from Shapiro Development verified that Sun Road would be almost level
with the Mall.
Commissioner Karow said retail development is what draws people to a development. Need to
have more of a retail core to tie it all in. Height is a concern. More architectural detail for the
balconies, recesses and the roof element need to be added. Human scale is important. This is a
mountain town not a city. Detach the sidewalks for a more pedestrian feel.
Commissioner Macik would like to see a construction -phasing schedule. He is concerned about
the city feeling of the project versus a mountain feeling. Screening of service areas is important.
He would like to see more retail created or a design, which allows for retail in the future. He
further suggested that designated parking be created for the employee housing.
Commissioner Klein said he has some concern about the scale and massing of the large building.
Employee housing gives an alpine feel but is not consistent throughout the project. A little more
blending of architectural detailing is recommended.
Commissioner Fehlner said the appearance of the building is blocky. She suggested many
different options for the applicant to consider, such as terracing more elements, more variety of
materials, maybe through the use of color, and enhancing one material throughout the project.
Lowering the roof mass with dormers to overcome the large vertical walls is another suggestion.
Commissioner Sipes agreed with Commissioner Fehlner's recommendations. Maximize retail.
Applicant should consider pop-up units on the upper level, penthouse, or other element to create
some variety in the roof mass, review varying window types and combining different materials.
Commissioner Sipes applauded the affordable housing. He encouraged the deletion of a stucco
building in favor a project with more variety of materials.
Commissioner Morrison likes the project the more he studies it.
Commissioner Evans would like to encourage more retail along Beaver Creek Blvd. The zero
setbacks for the parking structure may pose some difficulties during construction. A

construction easement would be needed. Would like to see exactly what the setbacks,
encroachment, and easements are. He is concerned that the 30% underground compact car
requirement is not realistic for a mountain environment. The compact car parking spaces need to
be identified on the plans. Shading studies are of concern, specifically with the employee
housing. Ice and snow storage on the site is also a concern. He said the pedestrian plan is an
improvement.
Stuart Borne suggested that the Commission should be flexible, because the master plan requires
more density. The suggestions made by the Commissioners for improving the architecture
diminish the density the developer is able to provide for the project.
Commissioner Sipes he thinks both density and good architecture can be achieved with this
project and are not in conflict.
As this was only a concept review no formal action was taken.
