The Commission tabled the project to a later date. The applicant is now returning to the Commission with revised plans in response to the Commission's and staff's concerns. The following is a summation of the Commission's main concerns from the February 6, 1996 meeting: 1. The use of the T-111 siding. Though the Commission members expressed general approval of the proposed specific use of this material, some members had concern with setting a precedent by approving this material. The Commission encouraged the applicant to explore the use of an alternative siding material. 2. The front door styles and the general aesthetics of the two enbyways. The Commission desired to see cut sheets of the proposed front doors and alternative designs for the entryways. I Substitution of the landscape planter between the two units. The Commission members generally recommended substituting ground level landscaping for the planter to soften the transition from the paving to the building. 4. The height of'the building. The Commission expressed concern over the potential non- conformance of the building's height based upon staff's inability to confirm the height with the provided elevations. Siding color. The Commission generally expressed disfavor for the proposed siding color and recommended a color of a slightly darker tone. The Commission did, however, comment favorably on the proposed trim and stucco colors. 6. Proposed lighting fixtures. The Town of Avon's Design Criteria call for the minimization of light pollution and light trespass. The Commission stated it wanted to see cut sheets of the proposed fixtures and revised elevations showing the locations of all outdoor light fixtures. Staff feels these proposed solutions are all suitable to these issues. In particular, the new submitted elevations indeed show the proposed building to be within the designated height limitations. The applicant has also submitted a revised site plan that depicts the access moved slightly to the southwest. This change was made to address staff's concern over the project's parking and maneuvering space. We, however, contend that this new site plan still fails to resolve our original concerns. Specifically, the lack of sufficient maneuvering space could create a situation in which vehicles leaving the residence would back onto West Beaver Creek Boulevard. Also, the design uses a significant portion of the 10' Slope Maintenance, Drainage and Snow Storage Easement for maneuvering space. The Town desires to keep this easement clear of such uses, except for the throat of the driveway, to accommodate the possible future expansion of the adjacent public roadway. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Staff still maintains its recommendation for denial of this project. Though the applicant has provided satisfactory solutions to the six aesthetic issues listed above, the overriding issue is that the functionality of the design does not meet the Town's design standards. This design does not provide adequate parking and maneuvering space and encroaches into the 10' Slope Maintenance, Drainage and Snow Storage Easement.
