PZC Minutes 030299Planning and Zoning Commission Meeting Minutes March 2, 1999 The Town of Avon Planning and Zoning Commission regularly meets at 6:00 p.m. on the first and third Tuesday of each month, in the Avon Council Chambers, Avon Municipal Building, 400 Benchmark Road, Avon, CO 81620. Meeting agendas are posted at least 72 hours in advance of the meeting in the following locations: Avon Municipal Building lobby; Avon City Market lobby; Avon Recreation Center lobby; Avon/Beaver Creek Transit Center Commission Members Mike Dantas Chris Evans, Chair Anne Fehlner, Vice Chair Paul Klein Greg Macik Sue Railton, Secretary Agenda I. Call to Order Roll Call Staff Members Karen Griffith, Town Planner Beth Salter, Recording Secretary George Harrison, Planner Steven Hodges, Community Service Officer Mike Matzko, Community Development Director Commissioner Brian Sipes was absent. II. Additions and Amendments to the Agenda None III. Conflicts of Interest Commissioner Railton declared a conflict of interest for Lot 64, Block 1, Wildridge Subdivision — Snare Residence. IV. Consent Agenda A. Approval of the February 16, 1999, Planning & Zoning Commission Meeting Minutes Commissioner Dantas moved to approve the Consent Agenda as presented. Commissioner Klein seconded it and the motion passed unanimously. Planning & Zoning Commission Meeting Minutes February 02, 1999 V. Public Hearings A. Lot 6B, Block 2, Benchmark at Beaver Creek Subdivision Project Type: Special Review Use for a day care home Property Owner: Richard Mahler Applicant: Dawn Melendez Applicant's Representative: Andrew Cuomo Address: 0680 West Beaver Creek Boulevard Page 2 of 3 Commissioner Railton moved to approve Resolution #99-9, granting a Special Review Use Pen -nit for the Helping Hands Child Care Home as described in the application and materials dated February 17, 1999, Lot 6B, Block 2, Benchmark at Beaver Creek Subdivision. Commissioner Dantas seconded it and the motion passed unanimously. VI. Concept Review A. Lot 61, Block 2, Benchmark at Beaver Creek Subdivision Project Type: Mixed use Town Center - PUD Property Owner: IDG3, LLC Applicant: Michael Hazard Address: 0075 Benchmark Road No formal action is taken at a concept design review. VII. Final Design Review A. Lot 50, Block 2, Wildridge Subdivision Project Type: Duplex Property Owner: Jose and Salua Harfush Applicant: Trent Hubbard Address: 2618 Bear Trap Road, Wildridge Commissioner Macik moved to approve the final design for a duplex proposed for Lot 50, Block 2, Wildridge Subdivision, as depicted on the application and plan set dated February 17, 1999 with the following conditions: 1. All disturbed areas not part of the formal landscaping shall be revegetated with native bushes and a grass seed mixture. The number of bushes shall equal 30 percent of the native shrubs found on-site. 2. All grading shall be contained on the subject property. Final grading plan to be approved by staff. 3. Retaining walls material and design to be approved by staff. 4. Revise drainage/swale mitigation on the southern property line 5. Lot 64, Block 1, Wildridge Subdivision - Snare Residence Project Type: Single Family Residence Property Owner: Bill and Karen Snare Applicant: John Railton Address: 2376 Fox Lane, Wildridge Page 3 of 3 Commissioner Fehlner moved to approve the proposed single family residence for Lot 64, Block 1, Wildridge Subdivision as depicted on the application and plan set dated Febniary 17, 1999, with the following condition: 1. That the site plan be revised at the time of building permit submittal to eliminate any cutting of the Town of Avon's 10 foot Slope Maintenance, Drainage, and Snow Storage Easement 2. Revise limits of disturbance Commissioner Klein seconded the motion and it passed with Commissioner Dantas opposing and Commissioner Railton abstaining. VIII. Other Business Chairperson Evans said he didn't understand and wasn't sure he agreed with George Harrison's interpretation that if something is "required" per the design guidelines, that the Commission doesn't have to follow it as "required". Mr. Harrison said they could deviate based on hardship or practical difficulties. Mike Matzko said it appeared the language could used some revisiting Karen said Eagle County did a housing needs survey and it was passed out to every 3rd house.
