The Units are 2,500 square feet and 2, 800 square feet in size, excluding the garages. The lot faces west. It has 60 percent slopes adjacent to Bear Trap Road with slopes of approximately 14 percent in the building envelope area. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. • Allowed use: Conforms with the allowed residential use. • Density: Duplex use conforms to this lot's two dwelling unit designation. • Lot Coverage: The proposed 10 % building coverage conforms to the 50% maximum. • Setbacks: No proposed encroachments. • Easements: No proposed encroachments and proposed grading in the 10' Slope Maintenance and Snow Storage Easement is acceptable. • Building Height: The tallest height of 34.5' on the east unit conforms to the 35' maximum limit. • Grading: All proposed slopes are within the maximum 2:1 slopes. The proposed driveway grades conform to Town standards. • Parking: The five garage and six surface parking spaces exceed the required six spaces. • Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. • Landscaping: landscape plan appears suitable. This treatment will be particularly important between the driveway and Bear Trap Road. 2. The conformance with other applicable rules and regulations of the Town of Avon. 3. The type and quality of materials of which the structure is to be constructed. 4. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. Grading plan will need to be revised to contain grading within the subject property boundaries. 5. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. 6. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. 8. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Based upon the project's overall conformance with the above design considerations, staff recommends approval. Recommended Motion "I move to approve final design for a duplex proposed for Lot 50, Block 2, Wildridge Subdivision, as depicted on the application and plan set dated February 17, 1999, with the following conditions: All disturbed areas not part of formal landscaping shall be re -vegetated with native bushes and a grass seed mixture. The number of bushes shall equal 30 percent of the native shrubs found on-site. 2. All grading shall be contained on the subject property. 3. Retaining walls material and design to be approved by staff."
