II. Roll Call All Commissioners were present except for Commissioner Dantas. III. Additions and Amendments to the Agenda None. IV. Conflicts of Interest Commissioner Klein declared a conflict of interest with item A of the Public Hearing and item B of the Concept Design Review. V. Consent Agenda A. Approval of the April 6, 1999, Planning & Zoning Commission Meeting Minutes B. Lot 20, Block 4, Wildridge Subdivision — Hunn/Kennington Residence Project Type: Modification of Final Design for single family residence Property Owner: Jack Hunn Address: 5570 Coyote Ridge Planning & Zoning Commission Meeting Minutes April 20, 1999 Motion: Commissioner Fehlner moved to approve items A and B on the Consent agenda, Commissioner Macik seconded. The motion passed unanimously. A. Public Hearing VII. Point View PUD, Lot 111, Block 1, Wildridge Subdivision, Project Type: Wildridge PUD Amendment for 5 single-family homes Property Owner: Andy Hadley and Michael Barry Consultant: Tom Counter, Victor Mark Donaldson Architects Address: 2001 Beaver Creek Point Motion: Commissioner Railton moved to adopt Resolution 99-11 recommending that Town Council approve the PUD for Point View, and amendment to the Wildridge PUD for Lot 111, Block 1, Wildridge for the development of five single family homes. The resolution recommends the following condition: The preliminary grading and utility plans be approved by staff prior to second reading of the PUD ordinance and approval of the preliminary subdivision plan. Commissioner Klein seconded. The motion passed unanimously. VIII. Final Design Review A. Lot 21, Block 3, Wildridge Subdivision — Burkhard Duplex Project Type: Residential Duplex, remanded back from Town Council Property Owner / Applicant: Eric Burkhard Consultant: Jack Reutzel, Deutsch, Spillane & Reutzel, P.C. Address: 4250 Wildridge Road West Motion: Commissioner Railton moved to approve Final Design for the proposed duplex on Lot 21, Block 3, Wildridge Subdivision as depicted on the application and plan set dated April 6, 1999, with the following conditions: 1. Additional landscaping be added to the north and east of Unit 2 requiring staff approval. 2. A base material of stone, stucco, or colored and textured concrete be added to Unit 1's west elevation. 3. The large gable on Unit 1's south elevation provide a minimum overhang of 18 inches. 4. The large cut area above the driveway be revised to reduce the area of disturbance. 5. A concrete sample providing color and texture be provided for approval 6. Extreme care will be required during construction to ensure that the structure does not encroach upon the setback. Motion failed 4-2 with Commissioner Macik, Commissioner Evans, Commissioner Sipes and Commissioner Klein opposing. Motion: Commissioner Sipes moved to approve Final Design for the proposed duplex on Lot 21, Block 3, Wildridge Subdivision as depicted on the application and plan set dated April 6, 1999, with the following conditions: 1. Additional landscaping be added to the north and east of Unit 2 requiring staff approval. 2. A base material of stone, stucco, or colored and textured concrete be added to Unit 1's west elevation. Lot 70, Block 3, Wildridge Subdivision - Sierra Construction Duplex Project Type: Residential Duplex Property Owner / Applicant: Edward Small, Sierra Construction, Inc. Consultant: Dennis Schlockter, DSDA, Inc. Address: 4211 Wildridge Road West Motion: Commissioner Macik to approve the final design for the residential duplex for Lot 70, Block 3, Wildridge Subdivision as depicted on the application and plan set dated March 24, 1999, with the following conditions: 1. That a chimney cap or other means of screening the chimney flues be provided with the building permit submittal. 2. That all the proposed "carriage style" light fixtures are denied due to the concern for their potential glare. 3. That three horizontal dimensional ties be provided on the building permit plan set site plan. 4. That a licensed surveyor stakes the building to ensure that the structure does not encroach into the front yard setback. 5. That the driveway entrance be moved further to the south and aligned perpendicularly with the road. 6. That the amount of driveway encroachment in the 10 foot Slope Maintenance, Drainage, and Snow Storage Easement be reduced in front of the northern unit. 7. That the north unit's surface parking area be redesigned to more effectively facilitate on-site maneuverability to lessen the likelihood of vehicles needing to back onto Wildridge Road West. 8. Reduce the spindly effect on the West Rear deck. 9. That the window cladding color be clarified. 10. That revised plans be brought back for Planning & Zoning Commissione to review. The motion passed 5-1 with Commissioner Fehlner opposing. Planning & Zoning Commission Meeting Minutes April 20, 1999 C. Lot 74, Block 4, Wildridge Subdivision — Brill Residence Project Type: Single family residence Property Owner: Pete and Debbie Brill Consultant: Michael Sanner Address: 5491 Wildridge Road West Motion: Commissioner Klein moved to approve the proposed final design for the Brill Residence for Lot 74, Block 1, Wildridge Subdivision as depicted on the application and plan set dated April 6, 1999, with the following conditions: 1. All slopes shall conform to the 2:1 maximum. Final grading and driveway location to be approved by staff. 2. Retaining walls shall not exceed four feet in height within setbacks. 3. The design of retaining walls exceeding four feet in height require a stamp by a professional engineer. 4. Disturbed areas shall be re -vegetated with native bushes such as Sagebrush and Serviceberry at a density equal to 30 percent of the natural brush coverage in addition to the native grass seeding. 5. The site plans shall indicated the setbacks from the property lines to the roof overhangs and 6. Exterior color will be approved with staff. Commissioner Macik seconded. The motion passed unanimously. D. Lot 26, Block 2, Wildridge Subdivision — Roth Duplex Project Type: Residential Duplex Design Modifications Property Owner/ Applicant: Mike Roth Address: 2605 Beartrap Road Motion: Commissioner Spies moved to table Lot 26, Block 2, Wildridge Subdivision, Final Design application and plan set dated April 15, 1999, until accurate drawings are submitted to reflect current project. Commissioner Railton seconded. The motion passed unanimously. IX. Concept Design Review X.
