L4 NTST Multi fam designl - Town of Avon Final Design Staff Report 17 October, 1995 Planning & Zoning Commission meeting Report date Project type Legal description Zoning Introduction October 13, 1995 Multi -family resisdential Lot 4, Nottingham Station Subdivision PUD The amended Nottingham Station PUD was approved by P&Z and Council earlier this year. This application is for final design approval for buildings E,F,G, and H of Lot 4, Nottingham Station subdivision. Buildings A -D have already received final design review approval. This phase of the project (known as Canyon Run) consists of 28 units: Buildings E and G are six plexes and Buildings F and H are eight plexes. In addition, there are 20 attached garage units on the ground floor of the units and 4 detached garages with this phase.. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. The PUD establishes the zoning requirements including height, setbacks and building placement, landscaping and open space requirements for the property. The buildings are in conformance with the approved PUD. The plan needs to indicate the phasing for the landscape improvements and access so that is clear that the parking and landscaping requirements are met for this phase. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The buildings have been designed as part of the overall PUD. The buildings use the same materials, stucco and wood siding, and asphalt shingles to complement the other buildings on- site. 3. The compatibility of the design to minimize site impacts to adjacent properties. The building design complements the other buildings on site and was originally planned as part of the overall PUD including Lot 3 to the north. The site will be compatible with adjacent properties. 4. The compatibility of the proposed improvements with site topography. This element was reviewed as part of the original PUD approval. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The landscaping plan was approved as part of the original PUD approval. The plan needs to clearly indicate what landscaping will be installed with Phase 2 so that all landscaping adjacent to the buildings is provided. The plan needs to indicate a ground cover for the areas that will not be built on immediately. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The buildings use the same building materials with slightly different rooflines and siding patterns to complement the buildings already approved within the PUD. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The multi -family development is in conformance of the designation for multi -family development and with the PUD approved for the site and is in conformance with adopted Goals, Policies, and Programs for the Town of Avon. Staff Recommendation Staff recommends approval with the condition that the applicant modify the plan, prior to applying for building permit, as follows:. 1. Indicate landscaping to be installed with this building phase (including irrigation system) and specify interim ground cover for those areas of the PUD not being developed at this time. 2. Indicate the paved driveway access to all units and garages, plus parking spaces, to be installed in this phase. Once complete, staff would review the modifications. Once the modifications comply with the direction provided by the Commission, staff would then so notify the applicant that they could submit the complete building permit application.
