L19 B2 WR Duplex DesignTown of Avon Final Design Staff Report October 17, 1995 Planning & Zoning Commission meeting Date October 9,1995 Project Type Duplex Legal Description Lot 19, Block 2, Wildridge Subdivision Zoning PUD Introduction The project is a duplex building on Lot 19, Block 2, Wildridge. The building is proposed on a steep, southwest facing lot. The units will be two stories, with one story featuring a walk out. The building materials are Wolmanized 8 inch lap siding and an asphalt shingle roof. The colors will be a tan with forest green, brown and maroon accents. The landscape concept is to preserve the natural landscaping and to minimize as much site disturbance as possible. The conceptual review was presented to the Planning and Zoning Commission on June 20,1995. The Planning and Zoning Commission suggested that more landscaping be added, and comments were made about the long, uninterrupted roof line. Additional pinion trees and junipers were added. Design Review Considerations/Staff Comments According to the Commission's Procedures, Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. The building meets all setbacks, and maintains easements free of encroachments. The building is 32 feet tall at the highest point and conforms to the maximum 35 foot building height. The driveway meets the maximum grade requirements, and is less than three percent from the edge of pavement to the property line and less than five percent for the remainder of the driveway. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The masonite siding is to be painted in earthtone colors which helps the building to blend in with the surrounding landscape. 3. The compatibility of the design to minimize site impacts to adjacent properties. The building features a large expanse of pavement that parallels the road. The west elevation is rather plain with a long expanse of building facing the road and a long, relatively uninterrupted roofline. (102 feet in length). The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. A long driveway parallels the road. The view from the road is of a long building and roof line. The west building elevation is rather plain . S. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The building is compatible with surrounding buildings and is not anticipated to have any monetary impact. 6. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The duplex residence is in conformance with the designation of the lot for duplex use and is in conformance with the Town of Avon Goals, Policies, and Programs. Staff Recommendation Staff recommends approval with conditions that the plans be modified (prior to application for building permit) to reflect the following 1. That additional landscaping between the road and the home, between the two units, and in front of the units be provided to break up the expanse of the building. The landscaping should be a mix of deciduous and coniferous to provide more visual interest. 2. The proposed grading and retaining wall in the snow storage and slope maintenance easement does not appear to be necessary; staff recommends the the rock wall be deleted from the site plan to maintain the existing slope. 3. List specific paint colors (by manufacturer and number) and materials on the elevations. 4. Note on the site plan that lighting shall not cause off site glare and lighting fixtures shall be approved by staff.
