L2 ATQS Phase II DesignTown of Avon Final Design Staff Report October 17, 1995 Planning & Zoning Commission meeting Report date October 13, 1995 Project type Commercial/Retail mixed use Legal description Lot 2 Phase 2, Avon Town Square Subdivision Zoning TC Introduction This is a request for a final design review for phase II of the Avon Town Square for a 34,864 square foot office/retail building on a 77,425 square foot lot. The building design matches the building approved for phase 1. The building is clad in synthetic stucco with aluminum glazing frames and standing seam metal roofs. The stucco will be a sandstone color and the metal roof is everglade green. The building is three stories with a basement level parking garage. The project was presented to the Planning and Zoning Commission for conceptual design review at the September 5th meeting. The applicants have addressed the Commission's comments and have redesigned the parking lot to meet the front 10 foot setback requirement and the underground parking lot entrance has been moved to the west elevation as suggested by the Commission so that it is less visible from the street. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. • The overall 20 percent landscaping requirement has been met, including five percent of the area of the parking lot has been landscaped.. • The building setbacks have been met and the 68 foot maximum building height is within the 80 foot height allowed in the TC zone. • The parking lot design is functional and the aisles and spaces meet code requirements for dimensions, however two feet of the parking spaces adjacent to the proposed fence will be planted with ground cover instead of paved as a standard parking lot. This allows for a narrow landscape strip where the cars overhang a curb instead of having concrete up to the fence. • The parking requirements have been satisfied and one off-street loading area has been provided. • Specifications on parking lot lighting have been provided. • All utility lines , connections to mains, and meters have been provided on the final plans. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. • The stucco building and metal roof match will match the existing building as well as the one under construction. The site is flat and located in Avon's downtown area and the stucco building with metal roof is appropriate for this downtown location 3. The compatibility of the design to minimize site impacts to adjacent properties. The building uses the a light stucco and green roof which compliments other buildings in the vicinity which have similar materials and designs . 4. The compatibility of the proposed improvements with site topography. The site is relatively flat and the proposed building with underground parking is compatible with the site. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The building presents an attractive view from adjacent property and roadways. Marshall seedless ash trees are proposed as street trees along Benchmark. The trees will enhance the streetscape and are appropriate street trees. The introduction of some coniferous trees and more shrubs on the site would further enhance the appearance from adjacent properties and the street. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The building design is complementary with the light color stucco and green roof to other downtown buildings. The building design matches the other two buildings on the site. The buildings have a unique design and are not so similar so as to create a "cookie cutter" appearance to the downtown area. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The mixed use building provides an appropriate design and is in conformance with the Comprehensive Plan and Design Guidelines for the area. Staff Recommendation Staff recommends approval with the following conditions: 1. The drainage plan be revised to address the environmental requirements for run-off. 2. Several coniferous trees and shrub beds in planting groups along the street be added to provide more visual interest.
