PZC Minutes 121598Planning and Zoning Commission Record of Proceedings December 15, 1998 The Town of Avon Planning and Zoning Commission regularly meets at 6:00 p.m. on the first and third Tuesday of each month, in the Avon Council Chambers, Avon Municipal Building, 400 Benchmark Road, Avon, CO 81620. Call to Order Staff Members Karen Griffith, Town Planner Beth Salter, Recording Secretary George Harrison, Planner Steven Hodges, Community Service Officer Commissioner Evans called the meeting to order at 6:05 P.M. II. Roll Call Commissioner Klein and Commissioner Fehlner were not present III. Additions and Amendments to the Agenda None IV. Conflicts of Interest None V. Consent Agenda A. Approval of the December 3, 1998 Planning & Zoning Commission Meeting Minutes Motion: Commissioner Dantas moved to approve the Consent Agenda, Commissioner Macik seconded. The motion passed unanimously. VI. Final Design Review A. Lot 42, Block 1, Wildridge Subdivision - [Slick/Scharpf] Application: Final Design for new duplex Property: Owner: Tony Scharpf and Dave Slick Applicant: Ron Diehl Address: 2111 Long Spur, Wildridge George Harrison said the applicant has submitted revised elevations in response to the Commission's comments at the November 17, 1998 work session meeting. These revisions include the following: • The main ridge running the length of the structure has been lowered approximately 1'/2 feet. • The large gabled ridges running perpendicular to the structures main axis have been raised 1 foot. • The small bay element on the east elevation has been lowered. The west unit's increased gable height creates a maximum proposed height of 34.4 feet. The east unit's maximum proposed height is 34.25 feet. Ron Diehl the architect presented a new model reflecting the current changes. Commissioner Sipes said there is improvement but is somewhat disappointed that there wasn't more design changes to the project. Commissioner Railton asked if there was going to be more landscaping added to the area. Mr. Diehl said they added seven more trees. Mr. Harrison said staff would like to see more landscaping added to the parking area and the south front yard. This would help screen parked cars. Commissioner Evans said the design has improved greatly but has concerns about the massing of the project. Motion: Commissioner Dantas moved to approved the Final Design for Lot 42, Block 1, Wildridge Subdivision as depicted on the application and plan set dated December 1, 1998, with the following recommended conditions of approval: 1. Extreme care will be required during construction to ensure the maximum allowable height is not violated. 2. Extreme care will be required during construction to ensure the project's northwest corner does not encroach into the side yard setback. 3. That the following additional landscaping be added to soften the northern elevation and better screen the project's parking areas and driveways: • two additional trees north of the west unit. • two additional trees north of the east unit. • six aspens and six assorted shrubs be added east of the southern three car parking area. 4. Exterior light fixtures require staff approval. Commissioner Railton seconded. The motion passed with Commissioner Evans opposing. VII. Concept Review B. Lot 42, Block 1, Benchmark at Beaver Creek Subdivision - Avon 12 Plex Application: Rezoning from industrial Commercial (IC) to Planned Unit Development (PUD), for 12 unit Employee Housing Project Address: 0690 Nottingham Road Owner: Vail Resorts Development Applicant: Richard Keeling — Cordevco Consultant: Marc P. Hogan — Baker + Hogan + Houx Architecture & Planning George Harrison said Cordevco, hired by Vail Resorts, is proposing to build a 12 -unit deed restricted employee housing project. The site is currently zoned Industrial Commercial (IC) and would require a rezoning to Planned Unit Development (PUD) to allow the residential use. The project would consist of ten 2 bedroom units (approximately 1,000 square feet each) and two 1 bedroom units (approximately 700 square feet each). Vail Resorts intends for this project to provide a portion of the employee housing units required by the recently approved Lot C and Confluence PUDs. The lot faces south, rising up from Nottingham Road. It is relatively steep, with slopes between 18% to 25%. It is boarded by Beacon Hill and Bristol Pines condominiums on the east and Tract B to the west. Commissioner Evans asked if the owners of these units leave VA do they have to sell their units. Mr. Lewis said there is no link to employment with VA. Ms. Griffith said there is a 3% appreciation cap each year. The people living there would have to work at least 30 hours a week in Eagle County. There would also be limits on the income of the people living there. The people working in the Town of Avon would receive a priority over Eagle County residents. Marc Hogan with Baker, Hogan, Houx Architecture and Planning brought a photo overlay showing the proposed building superimposing the site. Commissioner Railton asked the applicant to explain the modular aspect of the project. Mr. Hogan said the garage would be stick built as with the decks. The housing units would built off site and installed with a crane than the siding would be added and stitched. Commissioner Railton said she liked the green colored roof. Commissioner Sipes said they did a great job of breaking up the parking lot with landscape buffers but unfortunately what the applicants needs is a buffer between the street and the project and because of the extensive regradeing it becomes difficult. One of the solutions is to take the top portion of the building and either push the garages back and or pull the top forward to create a shelter area in front of the garages but underneath the building and the decks. This would help with some of the secondary parking and two people in each unit would have covered parking. This would allow the applicant to have more of a landscape buffer along the road. Commissioner Dantas said he does not think this will improve the project at all. Commissioner Evans suggested the applicant add gables and or stager the units to break up the lineal affect. Mr. Hogan recommended the possibility of moving every other pod back on the lot and add land scaping. Mr. Harrison said on the zoning map the neighboring lots were able to transfer density from some place else and put it on the their lots. He said when staff calculated the density of the neighboring lot it was greater than residential medium density so staff would have classified it as residential high density. There are about 17 dwelling units per acre. The density that staff has come up with for this proposal is right at maximum allowed for residential high density, which is 20 dwelling units per acre. Commissioner Railton said she thinks the density is appropriate for this area. She said if they could resolved the landscaping in the front she would be in agreement with this project. She asked if the project would be allowed to use the area in front along the road for snow storage. Commissioner Evans suggests they use the trash area for snow storage and put in individual trash enclosures. Commissioner Dantas asked if there was about 50 feet from the culverts to the front of the building. He said it was not realistic to move this amount of snow into the available area for snow storage. Commissioner Sipes said the roof scape at first glance looks like they will be shedding down on the entryways. Mr. Harrison asked if the commissioner would have a problem with setting the building into the back yard set backs. The commission said no not as long as it benefited the front. No action was taken, as this was only a Concept Review Other Business C. Staff approvals None Adjourn Commissioner Dantas moved to adjourn at 7:20 P.M. Commissioner Evans Seconded.
