L18 L19 B 1 BMBC Building DesignTown of Avon Final Design: Conditions of Approval; Master Sign Program February 6, 1996 Planning & Zoning Commission meeting Report date February 6, 1996 Project type Warehouse Legal description Lots 18 & 19, Block 1, Benchmark at Beaver Creek Zoning IC - Industrial and Commercial Introduction The final design was approved by the Planning and Zoning Commission on December 19, 1996 subject to satisfaction of 11 conditions of approval. Most of the conditions have been addressed. Following is a list of the conditions with comments on the applicant's proposed solutions. The sign program will be brought back to the Commission for approval. Following is an analysis of the sign program. Planning & Zoning Commission shall consider the following items in reviewing proposed designs: A) The suitability of the improvement, including materials with which the sign is to be constructed and the site upon it is to be located. The signs are compatible with the design of the site. The individual tenant signs are internally illuminated cabinet signs. The cabinets will be painted Devoe 6, which the applicants state is similar to the main stucco color. Samples need to be presented to verify this. The background color of the sign face is to be medium to dark gray. The text and logo are specified to be white. Typesets will be the tenants choice. One freestanding monument sign is proposed. The sign race will be stucco, with metal letters. It will be illuminated with two 75 watt flood lights, directed toward the sign. B) The nature of adjacent and neighboring improvements. The signage is not in conflict with neighboring businesses in this industrial area. C) The quality of the materials to be utilized in any proposed improvement. The cabinet signs with white letters, and stucco monument sign with metal letters are standard sign materials and compatible with the site development and the neighborhood. D) The visual impact of any proposed improvement, as viewed from any adjacent or neighboring property. The use of the cabinet signs with white lettering and logos is compatible with other signs in Avon and the neighborhood and is will not cause a negative impact to any property. E) The objective that no improvement will be so similar or dissimilar to other signs in the vicinity that values, monetary or aesthetic, will be impaired. F) Whether the type, height, size, and/or quality of signs generally complies with the sign code, and are appropriate for the project. The signs comply with the restrictions for wall and monument signs in the sign code. Thirty- three 13 square foot tenant signs are proposed. The maximum square footage for individual businesses is one square foot of sign area per lineal foot of building front. The 13 foot signs fall well within this requirement. The freestanding monument sign is 18 square feet, whereas the code would permit up to a forty square foot sign. The building identification sign which is a wall sign is a total of 20 square feet, where up to a sixty-four foot sign would be allowed. G) Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the sign is appropriate for the determined orientation The building identification signs are oriented toward vehicular traffic. Since this is an industrial location, this is appropriate. Individual tenant and suite signs will identify the individual businesses for vehicular and pedestrian traffic. The freestanding monument sign may be somewhat of a distraction to drivers since it is located over ten feet higher in elevation than the road. The heated driveway will be extended to the easternmost edge of the curb in the lot flanking the center drive-through. The site plan has been revised to show the heated driveway extending to the eastern most curb on the site. Revised color samples will be brought back with the addition of planters. The applicants will present color samples at the meeting. Small planters have been added to define the center drive. Color and samples of the type of retaining wall finish will be brought back for approval. A wall sample has been delivered to the site. Snow will be hauled off the site. This provision has been included in the covenants and is state on a note on the site plan. Dumpster door will be kept closed at all times as per by-laws and it will be automatic. This is included in the covenants and is stated on the site plan. Mark (Donaldson, project architect) redesign the south elevation for added interest. The elevation has been redesigned. Additional windows have been added for more visual interest. A note has been added to the site plan. This can be addressed at time of building permit and should be included in a construction staging plan. Lighting plan will be brought back for Commission approval. A lighting plan is included in these plan sets. The lighting plan includes five different types of lighting. Item A includes 10 wall mounted 250 Watt Metal Halide Lights. These wall mounted floodlights lights do not appear to be downcast or have shields to direct any glare onto the site. Item B includes one building floodlight directed toward the building; this light should not create off-site glare. Item C includes 16 recessed soffit lights located along the front of the building. These are meet the design guidelines for not creating off site glare. Item D includes 11 wall mounted high pressure sodium fixtures, to be selected and provided by the tenants. These lights are located in the rear of the building and are therefore not expected to cause off-site glare. However, they could cause an increase in ambient light (light pollution). The fixtures should be selected to minimize upcast light. Staff, Town Attorney, and Town Council approve language in the declarations and by-laws prohibiting and controlling trucks over 35 feet from entering the property with appropriate remedies and fines and will also explore an appropriate Town ordinance to prohibit the same. The applicants have submitted covenants to be reviewed. These are included in your packet. The review by the Town Attorney and Town Council will occur in conjunction with the condominium plat. Full staff approvals on all engineering and grading plans. Please see the memorandum from Norm Wood to Karen Griffith. Most of the engineering and grading plan comments from the Town Engineer have been addressed. Please see attached memorandum. There are five items that can be addressed with the building permit submittal. Following is a summary, referencing Norm Wood's comments: Item 5: The specifications for rip rap still need to be provided to ensure it can provide adequate erosion control on slopes exceeding 2:1. Item 16: A larger culvert needs to be provided and specified or. the plans. Item 17: Grading plan needs to be revised so that water will not overtop the swale or wall and flow into the driveway entrance. This revision could result in revisions to the driveway location. Item 18: Drainage report needs to include specifications for rip rap types and these need to be listed on the site plan. Item 20: Storm water runoff calculations need to include snow melt runoff. Town of Avon Community Development c:\comdev\p&z\020695\1819b1 bm.doc (970) 949-4280 Fax (970) 949-9139 Lots 18 & 19, Block 1, Benchmark at Beaver Creek Subdivision, Review, page 4 December 19, 1995 Planning & Zoning Commission meeting Staff Recommendation To address the remaining conditions of approval for this project, staff recommends: • The lighting plan be redrawn at the same scale as the site plan, and all light fixtures, light patterns and specifications be diagrammed and listed on the plan sets. • Parking lot lighting be provided by freestanding light standards, with shielded downcast lights, and the "Item X' Floodlights not be approved. These lights will likely generate off site glare. • The remaining town Engineer's comments that have not yet been addressed be satisfied prior to or with the Building permit application. Staff will bring the plan back to Planning and Zoning Commission for approval if the satisfaction of the conditions significantly alters the approved site design.
