The conditions are to be met during the building permit phase. The applicant now wants to modify the approved design as follows: 1. add a 644 square foot unfinished space above the east garage featuring a large window on the south elevation of the house and four small square windows on the north elevation; 2. change the building's parapet walls from a `battered' design (tapered at the top) to a straight, vertical design; 3. change the fenestration including window sizing, deletions and additions. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. All proposed modifications pose no effective change to the project's original conformance with the Town of Avon's Zoning Code and/or other applicable regulations. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The proposed design alterations do not significantly alter the building's basic design originally approved by the Commission nor does the applicant propose to change any of the originally approved materials. Therefore, the proposed design modifications appear suitable. 3. The compatibility of the design to minimize site impacts to adjacent properties. The proposed modifications do not alter the effective impacts to adjacent properties presented by the originally approved design. 4. The compatibility of the proposed improvements with site topography. Not applicable. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. In fact, the proposed addition over the east garage adds interest to the massing of the building as compared to the originally approved design. The addition alleviates the continuous horizontal roof line over the garages present in the original design. The perpendicular wall design and the fenestration changes subtly shift the design theme of the building from a southwestern adobe flavor to a more contemporary appearance. Finally, the numerous window additions and deletions seem to have a negligible effect on the overall design. In all, the proposed design modifications should not negatively effect the visual appearance of the project as viewed form neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The proposed modifications should not impair the monetary or aesthetic values of others in the vicinity. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. As with the evaluation of the first review criteria, the proposed modifications do not alter the projects original conformance with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Staff recommends approval of the proposed design modifications as presented.
