L41-43 B 2 BMBC ModsTown of Avon Final Design Staff Report February 20, 1996 Planning & Zoning Commission meeting Report date February 16, 1996 Project type Lighting Plan Modification: Replacement of Existing Parking Lot Lighting Legal description Lots 41-43, Block 2, Benchmark at Beaver Creek Subdivision Zoning Residential High Density Introduction The Beaver Creek West Condominium Association, through its representative, seeks approval to replace that development's existing parking lot lights. They propose replacing the current bollard parking lights with twenty-five (25) 10' single pole down light single swan fixtures and two (2) 16' single pole down light double swan fixtures. All proposed fixtures would use 150 watt high pressure sodium lamps . The single swan fixtures feature an elliptical light pool pattern as opposed to the symmetrical light pool patters of the double swan fixtures. Both fixture types are similar in style and color to the fixtures used by the Town in its streetscape scheme (please refer to the attached cut -sheets). Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. The proposed lighting plan appears to conform with the Town of Avon's Zoning Code and other applicable Town regulations. The proposed fixtures conform with the requirement for use of sodium vapor light source, are within the 25' maximum mounting height for parking areas and the proposed placement of the fixtures appears to provide sufficient coverage of the parking area. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. Though the parking area and the associated access drives of the Beaver Creek West development are not susceptible to the Town's streetscape requirements, the applicant has chosen fixtures that are similar in both style and color to those required by the Town. This consideration should help provide a sense of continuity between the Beaver Creek West condominium complex and the established streetscape of Town Center and Commercial Core. The compatibility of the design to minimize site impacts to adjacent properties. The proposed location of the light fixtures along the northern perimeter of the site pose the greatest potential for light trespass impacts. In response to these potential impacts, the applicant proposes using the single swan fixtures, which produce an elliptical light pool pattern. If installed properly, these fixtures should reduce the severity of these impacts. 4. The compatibility of the proposed improvements with site topography. Not applicable. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The major considerations for evaluating the visual appearance of the proposed parking lot lighting plan are the potentials for both light trespass and light pollution impacting adjacent neighboring properties and public ways. As mentioned in criterion #2, the use of the single swan fixtures on the perimeter should reduce the potential for light trespass impacts. In terms of general light pollution, both types of fixtures ( the single swan and the double swan) pool the light downward. Thus, these fixtures should work to lessen light pollution impacts into the general area. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. Not applicable. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The proposed parking lot lighting plan for the Beaver Creek West Condominiums appears to conform with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Based upon the conformance with all the above criteria, staff recommends approval of the Beaver Creek West lighting plan as submitted.
