L3 NTST FenceTown of Avon Final Design Staff Report January 2, 1995 Planning & Zoning Commission meeting Report date December 29, 1995 Project type Fence Legal description Lot 3, Nottingham Station Subdivision; Avon Crossing Zoning PUD Introduction On April 18, 1995, Avon Crossing received Final Design approval with conditions to build a 69 condominium unit PUD. Condition 91 of that approval required the applicants to return to the Planning & Zoning Commission for approval of the project's fencing, lighting and signage. The applicants are now returning to the commission with the first item of that condition, the fencing. The proposed fence is to be located along the lot's north property line to provide a barrier between the residential project on the adjacent railroad easement. The fence is proposed as a 6 foot picket cedar fence with the finished side facing towards the residential units. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5.The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic, will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation The proposed fence appears to conform to the review criteria listed above. Staff recommends approval of this project as presented.
