This application is for final design approval for Building A (which includes 6 units) of the Canyon Run project. Buildings C -H have already received final design review approval. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. The PUD establishes the zoning requirements including height, setbacks and building placement, landscaping and open space requirements for the property. As you may recall, the method defined for measuring building height in this PUD differs from that defined by the Zoning Code. According to the approved PUD, dormers that make up less than 50 percent of the roof plane are excluded from the height limitation. The roof height is measured at the gable peaks on the east and west elevations, and these peaks fall within the 49 foot height limit. Using the Zoning Code definition of building height, the roof measures over 52 feet in its central portion. However, the building as shown conforms to the building envelopes defined by the PUD. The building also meets the 12 foot minimum building separation between the garages. The plan needs to clearly show how the access, parking and landscaping requirements are met for this phase. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The buildings have been designed as part of the overall PUD. The buildings use the same materials, stucco and wood siding, and asphalt shingles to complement the other buildings on- site. 3. The compatibility of the design to minimize site impacts to adjacent properties. The site will be compatible with adjacent properties. 4. The compatibility of the proposed improvements with site topography. This element was reviewed as part of the original PUD approval. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The landscaping plan was approved as part of the original PUD approval. A noted under Design Review Consideration 41, the plan needs to clearly indicate what landscaping will be installed with Building A. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The buildings use the same building materials with slightly different roof lines and siding patterns to complement the buildings already approved within the PUD. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The multi -family development is in conformance of the designation for multi -family development and with the PUD approved for the site and is in conformance with adopted Goals, Policies, and Programs for the Town of Avon. Staff Recommendation Staff recommends approval with the following condition that the applicant modify the plan, prior to applying for building permit, as follows: 1. Indicate landscaping to be installed with this building phase (including irrigation system) 2. Indicate the paved driveway access to all units and garages, plus parking spaces, to be installed in this phase. Once complete, staff will review the modifications. Once the modifications comply with the direction provided by the Commission, staff will then so notify the applicant that they can submit the complete building permit application.
