The lot is south facing, with gentle slopes on the north side of about six percent and approximately 40 percent slopes as it drops off to the south. The home is sited primarily within the gentle north side of the site. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. • Allowed use: The single family home conforms with the allowed residential use. • Density: Single-family use is 1/2 of this lot's 2 dwelling unit designation. • Lot Coverage: 8.3 %(50% maximum). • Setbacks: No proposed encroachments. • Easements: Four Aspen trees proposed in the 10' Slope Maintenance and Snow Storage Easement should be relocated outside the easement. • Building Height: 32' on the south elevation (35' maximum). • Grading: Proposed grades conform with maximum of 2:1 slope. Proposed driveway grades conform with Town standards. • Parking: Three garage and seven surface parking spaces. Three required. • Snow Storage: Snow storage area equals minimum standard of 20% of impermeable surface area. • Landscaping: The Aspen trees should be re -located outside of the Town's Snow Storage Easement. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The home will be constructed of materials that are found through out the Wildridge Subdivision. 3. The compatibility of the design to minimize site impacts to adjacent properties. The home should have minimal impacts on adjacent properties. It is in the view corridor of properties to the north. The north elevation is 26 feet tall, which should minimize impacts on the neighbor's views. The south side of the home steps down the slope as a two story structure. 4. The compatibility of the proposed improvements with site topography. The home is sited primarily on the flat portion of the lot and parallels the slope to conform with the site's topography. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The building features board and batten siding and natural log and flagstone accents. The colors are earth tones and therefore should blend in with the site. The building should provide an attractive appearance from the neighboring properties and roadway 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. While the home has its own unique design, it utilizes materials used on other homes in the neighborhood and therefore conforms to this criterion. It falls within the building height limitations and is comparable in scale and massing to other homes in the subdivision. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The project is not in conflict with the Goals, policies and programs for the Town. Staff Recommendation Approve with conditions. Recommended Motion Approve the final design for a single family residence on Lot 39, Block 3, Wildridge Subdivision as depicted on plans dated May 9, 1997 subject to the following conditions: 1. All trees be moved outside the Town's 10' Road Maintenance, Drainage, and Snow storage easement. 2. Muhgo pines shall be in a minimum of five gallon containers.
