L58 B3 WR ModificationMemorandum Date: April 23, 1997 T o : Planning and Zoning Commission From: Karen Griffith, Town Planner /V Re: Lot 58, Block 3, Wildridge-Minor Modification Bill Jones has applied to install a four foot tall split rail fence to be constructed of Cedar, on Lot 58, Block 3, Wildridge. The applicants would like a combination dog run and play area on the west side of their home. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Discussion The Planning and Zoning Commission Procedures, Rules, and Regulations, Section 6.24 B, states that "limited use of fences is encouraged". One of the reasons for this guideline is to reduce barriers to wildlife, primarily large game animals moving through the subdivision. The applicants have reduced the area originally proposed to be fenced at the request of staff. Staff believes the area is now limited to a small area of the yard and preserves most of the lot as open area to accommodate wildlife.
