TQ B2 BMBC FenceTown of Avon Minor Project Staff Report June 6, 1997 Planning & Zoning Commission meeting Report date May 30, 1997 Project type Fence Legal description Tract Q , Block 2, Benchmark at Beaver Creek Subdivision Zoning Town Center (TC) Address 082 East Beaver Creek Boulevard Introduction Pazzo's has applied to install a solid cedar fence on top of an existing 2 foot cement wall that defines their patio area on the western side of their restaurant. The fence will be a maximum of six feet tall on the west, and tapers to two feet on the north and south elevations. The purpose of the fencing is to screen their patio area from the adjacent parking lots to the west and north. The fence will be stained to match the redwood color on the north side of the building. They also propose decorative light strings over the existing patio. The lights are clear bulbs, the size of large Christmas tree lights. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Comments The Design Guidelines for the commercial core and downtown recommend that a four foot solid fence be used when a barrier is desired with some blocking of views, such as utility boxes or cars. It states a six foot solid fence can be used when maximum screening is desired. It will be eight feet tall at the fenceposts on the patio side of the fence, because of a two foot drop in elevation for the patio. The fence conforms to the Design Guidelines from the street side, and the eight feet height of the fence should only be readily visible to patio guests. Staff recommends that landscaping be provided on the north and west side of the fence to soften the appearance of the fence from the street and provide more screening of the parking lot from the patio patrons. The applicant agrees to this condition. Staff recommends approval. The decorative lighting will add a festive atmosphere to the restaurant and is similar to other lighting used in the Valley. Staff recommends approval of the lights. Staff Recommendation 1. Landscaping be provided on the north and west sides of the fence, to be approved by staff.
