The site is a "flag" lot, and has a gentle west facing slopes of 10 to 20 percent. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. • Allowed use: The four plex conforms with the allowed residential use. • Density: The four plex is in conformance with the lot's 4 dwelling unit designation. • Lot Coverage: The proposed 11% building coverage conforms with the 50% maximum. • Setbacks: The shed for the dumpster is located in a side setback and needs to be moved. There are no other proposed encroachments. • Easements: The shed also encroaches in the side easements. Otherwise, there are no proposed encroachments and proposed grading in the 10' Slope Maintenance and Snow Storage Easement is acceptable. • Building Height: The 34 foot building conforms with the 35' maximum limit. • Grading: All proposed grading conforms with the maximum of 2:1 slope guideline. Based on the topographic information provided, the existing driveway grades excced minimum Town standards of a 4 percent grade for the first 20 feet and an 8 percent grade for the driveway and parking lot. • Parking: The six garage and the four surface parking spaces conform with the required ten spaces, which includes two guest spaces. • Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. • Landscaping: Submitted landscape plan appears suitable. The 12 foot wide driveway will need to be widened to meet this standard. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The stucco, wood siding and asphalt roof are suitable for the site. 3. The compatibility of the design to minimize site impacts to adjacent properties. The four plex is comparable in design to other multi -family buildings in the neighborhood and should not create any significant negative impacts. It is located in close proximity to a multi -family building to the south, but it exceeds required setbacks. 4. The compatibility of the proposed improvements with site topography. The four plex is compatible with the site's relatively gentle slopes. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The building has a relatively standard design for multi -family and will not have a negative impact as viewed from adjacent properties or public way. The roof line is staggered and uses gabled roof elements and front porches to provide visual interest to the units. The use of the horizontal siding and stucco further adds visual interest rather than using just one siding material. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The building is compatible with other multi -family buildings in the neighborhood, yet has its' own unique design. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The multi family unit is proposed in an area designated for residential land use by the Avon Comprehensive Plan and is not in conflict with any adopted Goals, Policies or programs. Staff Recommendation Approve Lot 88, Block 1, Wildridge Subdivision with the conditions listed in the recommended motion. Recommended Motion Approve Lot 88, Block 1, Wildridge Subdivision with the following conditions: 1. All flues, flashing and galvanized metal will be painted to match surrounding materials. 2. All meters will be placed upon the building. 3. Automatic irrigation system will be installed. 4. The dumpster enclosure be relocated outside of setbacks and easements. 5. The driveway pavement width be increased to 20 feet. 6. The driveway meet Town standards of a 4 percent grade for the first 20 feet from edge of pavement, and an 8 percent maximum grade for the rest of the driveway and parking lot.
