LA ACBC MSP AmendmentFinal Design Staff Report March 4, 1997 Planning & Zoning Commission meeting Report date February 27, 1997 Sign type Master Sign Program Amendment - Awning Sign Legal description Lot A, Avon Center at Beaver Creek Subdivision - The Lodge at Avon Center Zoning Town Center (TC) Address 0100 West Beaver Creek Boulevard Introduction The applicant is proposing the addition of an awning for the Lodge at Avon Center. The proposed area for the awning, south of the "Entrance" walkway, currently has no signage nor roof areas to install pan channel letter signage as stipulated by the building's existing Master Sign Program. The proposed awning would be forest green with white, translucent text and graphics illuminated from within the awning (please refer to exhibit #1 of the attached submittal documents). The text and graphics would be limited to 20 square feet. The bottom of the awning will have an egg -crate finish to hide the awning structure. Design Review Considerations According to the Town of Avon's Sign Code, Section 15.28.070 Design Review Criteria, the Planning & Zoning Commission shall consider the following items in reviewing proposed designs: 1. The suitability of the improvement, including materials with which the sign is to be constructed and the site upon it is to be located. Though the sign code does not specifically address awnings as a signage component, it appears the proposed awning and signage meet the intent of the sign code and is suitable for its proposed location. 2. The nature of adjacent and neighboring improvements. The building's other existing tenant signage are pan channel letters mounted on raceways on the first level's roof facia. This facia resembles an awning overhang in shape and appearance. 3. The quality of the materials to be utilized in any proposed improvement. See consideration #1. 4. The visual impact of any proposed improvement, as viewed from any adjacent or neighboring property. The awning should add both color and depth to this currently blank wall. 5. The objective that no improvement will be so similar or dissimilar to other signs in the vicinity that values, monetary or aesthetic, will be impaired. The proposed amendment to the Lodge at Avon Center's Master Sign Program to allow this specific awning should not negatively affect either the monetary or aesthetic values of other signs in the vicinity. 6. Whether the type, height, size, and/or quality of signs generally complies with the sign code, and are appropriate for the project. The Town of Avon's Sign Code limits pedestrian oriented signs to four square feet of sign area. This may be increased through approval of a Master Sign Program. The existing Master Sign Program limits tenant signs to 16 square feet of sign area. This amendment would allow four additional square feet of sign area for this particular sign. The awning sign meets all other stipulations of the building's Master Sign Program. 7. Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the sign is appropriate for the determined orientation The awning and its signage are oriented toward pedestrian traffic. The signage area, low mounting height and illumination all appear appropriate for this orientation. Staff Recommendation Staff recommends approval of this Master Sign Program Amendment as presented on the application dated February 25, 1997.
