L42 B1 WR Duplex Design (3)Town of Avon Final ort Design Staff Rep September 1, 1998 Planning & Zoning Commission meeting Report date August 28, 1998 Project type Residential Duplex Legal description Lot 42, Block 1, Wildridge Subdivision Zoning Wildridge Planned Unit Development (PUD) — 2 units Address 2111 Long Spur (Slick-Scharpf Duplex) Introduction The project is a 4,696 square foot contemporary western custom duplex, with the east unit measuring 2230 square feet and the west unit measuring 2466 square feet. The exterior materials consist of Spanish white stucco, forest green clad windows, canyon brown decking and fascia, and vertical log accents. The roofing is a hickory 40 -year Elk Prestique. The landscaping will consist of native Colorado trees, shrubs and plantings. The site is on the corner of Saddleridge Loop and Long Spur, and thus possesses a double front yard setback. It is essentially flat. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 4. 10, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. • Allowed use: Conforms with the allowed residential use. • Density: Duplex use conforms with this lot's two dwelling unit designation. • Lot Coverage: The proposed 29% of building coverage conforms with the 50% maximum. • Setbacks: No proposed encroachments. • Easements: No proposed encroachments; proposed grading in the 10' Slope Maintenance and Snow Storage Easement is acceptable. • Building Height: The largest determined height of 32.8 feet main ridge conforms with the 35' maximum limit. • Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline and the proposed driveway grades conform with Town standards. • Parking: The two garage and the two surface parking spaces for each unit exceed the required four total spaces. The conformance with other applicable rules and regulations of the Town of Avon. 3. The type and quality of materials of which the structure is to be constructed. 4. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. Staff is concerned that drainage on the project's north side is being directed to the neighboring property rather than being carried within the drainage easement to the Long Spur ditch. Moving the driveway away from the northern property line and creating a drainage swale should mitigate this concern. 5. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. 6. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. Staff is concerned with the project's lack of consistent architectural theme; large, boxy massing; large, monolithic wall planes; and inconsistent scale of fenestration. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. Staff believes the project would be incompatible with other residences within the subdivision. 8. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Due to concerns with the project's architecture, massing, and scale relative to Design Review Considerations # 6 and #7, staff recommends that the Commission deny the project's final design. Recommended Motion "I move to deny the proposed design of a residential duplex for Lot 41, Block 1, Wildridge Subdivision as depicted on the application and plan set dated August 18, 1998 based upon the following findings: The project fails to conform to Design Review Consideration # 6,.due to its lack of a consistent architectural theme, large, boxy massing; large, monolithic wall planes; and inconsistent scale of fenestration. The project fails to conform to Design Review Consideration #7, due to its architectural incompatibility with other residences in the subdivision.
