Roll Call All Commissioners were present. The motion passed unanimously. Public Hearing Lots 38, 40, and 41, Block 1, Benchmark at Beaver Creek Subdivision — The Cove Project Type: PUD 27 unit residential Property Owner: Tanavon, Inc. Applicant: Ray Nielsen, AIA Address: 0471, 0240, 0491, & 0511 Metcalf Road (Applicant requests above item be tabled to July 7, 1998) Motion Commissioner Klein moved to table the public hearing for Lots 38, 40, and 41, until July 8, 1998. The motion passed unanimously. Concept Review Lot B, Avon Center at Beaver Creek Subdivision Address: 130 Beaver Creek Boulevard West Project Type: Redevelopment - Mixed-use commercial Applicant: action was taken. Shapiro Development Mr. Pat Nook, representing Nook & Company presented their most recent plans for Lot B. The changes are based on the Commission's comments at the May 5 -work session. These changes include: • Increased retail on the mall • Reduced intrusion of vehicle access near the mall • Relocation of the swimming pool to inside the proposed hotel/condo building. • Two restaurants on the mall, one of which will be 2 stories tall, and 10,000 square feet of floor area. • Better integration with the mall, particularly at the East End. Mike Matzko said staff has a draft report on the parking study from Charlier Associates, but it is not yet ready for distribution. He said staff should be able to at least summarize those findings at Tuesday's Council meeting. Commissioner Dantas asked if the height been had change on the most recent plan. Mr. Nook said the height has remained the same as in the previous plan. Commissioner Evans asked if it would be possible to use Lot C, along with Lots A & B for parking. He brought to everybody's attention that soon or later there would have to be decision made if Lot C was going to be used for parking or a confluence site. Commissioner Fehlner said if the parking deficit were one hundred or more spaces short she would question the project. Mr. Matzko said one option would be is if Vail Associates would be willing to share their parking. Commissioner Dantas suggested the possibility of building a joint parking structure with Lot C. Mr. Shapiro said this was a good idea but they had not explored that possibility. Commissioner Railton said if the building in the Town of Avon is only allowed, as the parking is available than density is sacrificed. She suggested applicants pay a fee for each parking space they are short and this money would be put into an escrow account which in turn the Town would use to build a public parking space. No action was taken. Lot 43, Block 1, Wildridge Subdivision — Van Wyhe Duplex Project Type: Residential Duplex Applicant/Property Owner: Warren & Wendy Van Wyhe Consultant: Frank Goetz, Coyote A/D Address: 2350 Saddle Ridge Loop George Harrison said this proposed residential duplex features a dual driveway site design. The structure presents a contemporary mountain design, featuring a combination of stucco and wood siding. The site is a relatively flat lot located along Saddle Ridge Loop. It is somewhat unique in its three -sided, pie shape configuration. The applicants are requesting a concept design review to get the Commission's feedback on their proposed dual driveway design. Mr. Harrison said staff s comments are as follows: Use: The residential use is appropriate. • Yard, bulk and density: The project respects all yard, bulk and density requirements. Care will be required during construction to ensure the southeast unit's highest roof ridge (approximately 34.5 feet) will not violation maximum allowable height. Site grading, access, and maneuverability: The project proposes dual driveways. Staff does not believe that this site, which is relatively flat, requires two accesses to better conform to the Town's design standards or regulations. • General architectural design: The architectural detailing, massing and forms appear compatible with the surrounding neighborhood. • Context: A single access driveway would deal with grades on Saddle Ridge Loop and the site more appropriately. No action was taken. Final Design Review Lot 46, Block 3, Wildridge Subdivision —Schneider Residence Project Type: Site Plan Modification Property Owner: Glorie Schneider Applicant: Michael Schneider Consultant: Dwayne Ferhinger, Inter -Mountain Engineering Address: 4765 West Wildridge Road George Harrison said on April 7, 1998, the Planning & Zoning Commission granted the above project a variance to place a 6 -foot retaining wall in the front yard setback. However, the Commission tabled its review of the project's proposed site plan, directing the applicant to provide a specific restoration and landscaping proposal for the area of increased disturbance. The applicant has now submitted a landscape plan augmenting the proposed site plan modification. He said staff maintains its recommendation for denial of the proposed site plan modification. Michael Schneider, the applicant said he could bring his lot back to good condition with the help of Alpine Gardens and putting in a three -zone sprinkler system. Commissioner Railton said she wanted the disturbed area feathered out and the boulders removed. Commissioner Macik said the applicant needs to take the dirt and boulders out of the disturbed area because there is nothing in the Town's guidelines would allow this type of disturbance. Commissioner Evans agreed with Commissioner Macik. Commissioner Fehlner said that there would be more damage to this area if the applicant were to remove the dirt and boulders. Motion Commissioner Evans moved to deny the site plan modification for Lot 46, Block 3 Wildridge Subdivision. Commissioner Macik seconded. The motion passed unanimously. Lots 2 and 3, Brookside Park, Subdivision — The Lodge and the Townhomes at Brookside -Color Modification Project Type: Color Modification Property Owner: Resort Concepts, LLC Applicant: Mike Guida Consultant: Brian Judge Address: 37,247 and 37,305 Highway 6 Karen Griffith said Resort Concepts has applied for a color change to their exterior wood siding for the Lodge at Brookside and the Townhomes at Brookside. The approved main siding color for the Lodge Building is a Devoe Semi -transparent 2D45C Soft Brown. The trim is a darker color. They are proposing to eliminate the trim and use a Devoe Semi- transparent Redwood custom color stain. As an alternative to the full Redwood color for all of the exterior siding, they are proposing a 50 percent cut stain to be applied to the upper floors of the Lodge Building. The Redwood stain has already been applied to most of the lower level of the building. Three new siding colors are proposed for the Townhome buildings: Cabots "Sandstone" and "Red Cedar" with Cabots "Dark Grey" trim. The original siding colors for the Townhomes were a Cabot Driftwood Grey on Buildings One and Three and a Benjamin Moore, Moorewood on Buildings Two and Four. Elk Prestige Barkwood composite roofing was approved by the Planning and Zoning Commission at their June 2, 1998 meeting. Aside from the changes proposed for the siding, all other materials and colors will remain as approved on the color boards and design review plans. The Brookside Complex includes six buildings that were originally planned as a campus. The building colors and materials were designed to complement one another. These buildings share a common entrance and parking. The six buildings on the Brookside Campus were originally planned with materials and a color palette that complement one another with predominately grays and sandy beiges that match the stone veneer. The Lodge Building featured stucco and wood siding colors including main and trim colors which helped to break up the mass of the building. The proposed Lodge Building Redwood color is much brighter and redder than what was approved and eliminates the accent trim color. In staff s opinion, the proposed Lodge building siding color is not in conformance with review Criterion 7. The color is dissimilar from the original approved color palette for all of the buildings on the Brookside Campus. Because of the proximity of the buildings, it is staff's opinion that all the buildings need to have a complementary color palette. The proposed color is reddish brown, and contrasts rather than complements the Grey color palette with red accents used on Building A. The deletion of the trim color is not a positive change to the building's design. The contrasting trim color helped to break up the massiveness of the building. In staff's opinion the proposed Townhome colors are in keeping with the original approved color palette. We support the proposed colors for the Townhome Buildings. These colors have gray and sandy tones that should complement the Building A colors and approved colors for the Lodge Building. Ms. Griffith said staff recommends: • To deny the color change for the proposed Devoe Custom semi transparent Redwood Tint for Lot 2, Brookside Park Subdivision as depicted on the application and plan set dated June 8, 1998 with the finding that the proposed color modification is not in conformance with Review Criterion 7, because the building will be dissimilar in appearance to the adjacent buildings so as to impair aesthetic values. • To approve the proposed Cabots Sandstone and Red Cedar Siding Colors and Cabots "Dark Grey trim for Lot 3, Brookside Park as depicted on the application and plan set dated June 8, 1998. Motion Commissioner Railton moved to approve the color change as follows: 1. Devoe custom semi transparent Redwood stain for the exterior wood siding with the 50% cut color to be used for the stair towers and railings for Brookside Park Subdivision as depicted on the application color boards and plan set dated June 8, 1998. 2. Cabots Sandstone and Red Cedar Siding Colors and Cabots "Dark Grey trim and the telluride Gold rock trim, matching the Lodge building for Lot 3, Brookside Park as depicted on the application and plan set dated June 8, 1998. The motion passed with Commissioner Fehlner abstaining. Lot 7, Block 2, Beaver Bench Condo's, BMBC Subdivision — Project Type: Color Modification Property Owner: Jack Hunn Applicant: Darrel Cooter Address: 0414 West Beaver Creek Blvd. Karen Griffith said Beaver Bench Condo's has applied for a color change. The applicant is proposing white for the railings and sliding door trim. She said staff thinks the Pebble color would blend in better than the proposed white color. Jack Hunn the property owner said they chose white because they felt it would brighten the project. He said the railings are aluminum requiring low maintenance. Commissioner Klein said the white railings would make this building stand out too much. Commissioner Railton said she that the white would help to brighten up the whole complex. Motion Commissioner Dantas moved to approve the color modification application for Lot 7, Block 2, BMBC Subdivision dated June 16, 1998. Commissioner Fehlner seconded. The motion passed with Commissioner Klein opposing. Other Business Commissioner Klein asked if the hillside behind the pocket park in Wildridge was to be re-vegitated?
