Six sign types are proposed. A hanging monument entrance sign, a major tenant wall sign, a building identification sign, and five tenant signs. The sign program also allows window signs for first floor tenants and allows small on site informational or direction signs. The wall signs are all reverse pan channels, with anodized bronze color lettering. The monument sign will be fabricated from wood, stone and steel. Accent lighting is proposed. Design Review Considerations According to the Town of Avon's Sign Code, Section 15.28.070 Design Review Criteria, the Planning & Zoning Commission shall consider the following items in reviewing proposed designs: 1. The suitability of the improvement, including materials with which the sign is to be constructed and the site upon it is to be located. The Bronze colored reverse pan channel letters are a high quality material, suitable for the Brookside Park Campus setting. 2. The nature of adjacent and neighboring improvements. The site is adjacent to the Sunridge II development. The signs are high quality, and unobtrusive and will not change the character of the area. 3. The quality of the materials to be utilized in any proposed improvement. See number 1 above. The visual impact of any proposed improvement, as viewed from any adjacent or neighboring property. The sign design features a subdued color, and the individual style of reverse pan channel letters is compatible with the adjacent residential area. The signs are relatively small in size, ranging from 24 square feet to 66.5 feet for the Building Identification Sign. The signs should not have a negative impact on surrounding property or views from the highway. 5. The objective that no improvement will be so similar or dissimilar to other signs in the vicinity that values, monetary or aesthetic, will be impaired. Not applicable. 6. Whether the type, height, size, and/or quality of signs generally complies with the sign code, and are appropriate for the project. The pan channel letters are encouraged by the Sign Code. The sign code allows up to a 64 square foot building identification sign, unless a larger one is approved by the Planning and Zoning Commission as part of a Master Sign Program. The identification sign is 66 square feet which is appropriate with a master sign program. The individual tenant signs are 24 square feet, slightly exceeding the standard 20 square foot size for tenants. The sign code states that generally, the individual tenant signs should not exceed one square foot for every linear foot of building front contiguous to the interior portion of the building. The interior area measures to approximately 10 feet for each bay. The proposed signage does appear to be proportional to the building. The 24 square foot monument sign falls within the 40 square feet area that freestanding signs are allowed. 7. Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the sign is appropriate for the determined orientation The monument sign, building identification signs, and tenant wall signs are appropriately oriented to vehicular traffic. Window signs can be used for pedestrian traffic. Staff Recommendation Approve with one condition. Recommended Motion I move to approve the Master Sign Program submitted for Brookside Park, as outlined in the master sign program booklet and application form dated June 10, 1997 with one condition: The accent lights shall be located so they do not cause any off site glare.
