The Town Council has not taken final action on the proposed PUD amendment, however, the applicants are requesting Final Design Review conditional on the Council's PUD approval. The project is set in an open landscape area contiguous with the existing Townhomes. The design is a "court" concept, with a common private drive to five detached residences. Each unit has an attached garage and walled courtyard. Building designs reflect the original project through similar bulk and mass, steeply pitched roofs and large gables. Each unit is approximately 1,650 square feet, with a 790 square foot unfinished basement. The existing townhomes are approximately 2,170 square feet. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. • Allowed use: Conforms with the allowed residential use. • Density: The five single-family units conform with the approved density. • Lot Coverage: The proposed 12.9% of building coverage conforms with the 50% I1IYNWi line 171 • Setbacks: No proposed encroachments. • Easements: No proposed encroachments. • Building Height: The largest height of 32' conforms with the 35' maximum limit. • Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline and the proposed driveway grades conform with Town standards. • Parking: The 5 garage and the 12 surface parking spaces exceed with the required 12 spaces. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The structures will be constructed of materials that are compatible with the criteria of the town guidelines. 3. The compatibility of the design to minimize site impacts to adjacent properties. The proposed project will have minimal site impacts upon adjacent properties. Functionally, the site plan continues the original project's landscaping and open space. The internal pathways continue from the existing residences to provide access across the project area to the existing garage and Stonebridge Drive. 4. The compatibility of the proposed improvements with site topography. The site is flat and all structures and grading appear compatible with the site. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The proposed design's similar bulk, mass and roof pitches will provide a compatible appearance with the existing Stonebridge Townhomes. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The structure's architectural design is compatible with other projects in the vicinity. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Generally conforms with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Staff recommends approval of this project with conditions. Recommended Motion Approve the Final Design of the five detached single-family residences for Tract A, Eaglebend Subdivision, Filing No. 3, as depicted on the plans dated "Received" May 13, 1997, with the following conditions: 1. During construction the first 20 feet of the drive will have at least 2 inches of 3/4" rock. 2. That the proposed PUD Amendment and Preliminary Subdivision Plan be approved by the Town of Avon Town Council.
