A second story deck is located over the garage and overhangs the driveway. The lot is one-half acre with slopes averaging 26 percent. The lot has frontage on Wildridge Road West frontage on the east and west. The site has east facing slopes. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. The application is in conformance with the Zoning Code and restrictions of the PUD. This includes: • All setback requirements have been met, including a 25 foot setback from the east and west sides of the lot. • Easements have been maintained free of encroachments • The 28'5" foot tall building is within the 35 foot maximum height allowed • Four parking spaces will be provided; two are required. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. Although the building design is basic, the materials proposed are suitable for the site and the surrounding neighborhood. The building uses white stucco and gray stained cedar siding., and a shake appearance fiber glass shingle. 3. The compatibility of the design to minimize site impacts to adjacent properties. The design should be compatible with adjacent properties. The building materials and colors are compatible with other buildings in the neighborhood. The compatibility of the proposed improvements with site topography. The home has been placed relatively in line with the existing topo lines. The placement takes advantage of the west sloping site with two stories on the west side of the site and one story on the east side of the site. A moderate amount of grading is required. The driveway grades are less than the maximum grades allow. Thus, the proposed development is generally compatible with the existing topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The visual appearance of the home from neighboring properties and public ways is acceptable. The landscaping is grouped in plantings and adds interest to the site. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The home is of a basic, but unique design that should not have any negative impact on surrounding properties. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The proposed single family residence is in conformance with the adopted goals, policies and programs for the Town including the Design Guidelines and steep slope regulations including; • Snow storage has been provided • Maximum slopes have been complied with • Lighting will have frosted glass • Landscape plantings compliment the structure and the aspens and spruce trees and shrubs plantings are appropriate for the harsh and dry climate. Staff Recommendation Staff recommends approval with one condition: That the minimum planting size of the spruce trees be changed from 6" to 6 `.
