Wildridge Road Lot 15, Block 4, Wildridge Subivision PUD -Single family home This application is for a remodel of the Finley Residence to add three additional bedrooms, a den, and upgrade the home. The remodel includes exterior as well as interior modifications. The exterior modifications include adding new sandstone trim and stucco siding. It also modifies the roof line by adding a gabled roofline over the garage, changing the garage doors to arched doors, and adding an overhang in the front entrance of the home. The modification also includes changes to the fenestration including new windows and front doors. New colors are proposed including a white stucco on the front of the garage and chimney, a white birch stain, and a russet cedar trim. The interior modifications include adding three additional bedrooms and a den. This will make the existing five bedroom home an eight bedroom home with a den and a loft. They are also adding two additional bathrooms and remodeling the kitchen. According to the applicant's consultant, the home is used as a vacation home and they are adding the additional rooms to accommodate their family and guests. According to the Planning and Zoning Commisison Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. The modification is in conformance with the existing Zoning Code and other regulations. The addition meets all setbacks and there are no proposed encroachments into the easements. The 31 foot building height falls within the 35 foot height limitation. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The exterior modifications result in significant improvement to the appearance of the home. The fenestration and roof line changes are more interesting than the existing structure. 3. The compatibility of the design to minimize site impacts to adjacent properties. The exterior improvements upgrade the home and improve compatibility with the neighborhood. Staff has one concern regarding the expansion of the home. The remodel significantly increases the number of bedrooms and potential sleeping areas in the home. The home will now have eight bedrooms, a den and a loft. This could accommodate a large number of people who could potentially disturb neighbors due to the additional traffic and noise. Staff is concerned that adequate overflow parking will be available. 4. The compatibility of the proposed improvements with site topography. The site is level, and the addition does not require any new grading. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The appearance of the home will be enhanced from adjacent properties and streets. The only concern staff has is whether there will be a large number of cars parked in the driveway. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The property will not have any negative impacts on monetary values. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The remodel is not in conflict with any adopted Goals, Policies and Programs of the Town of Avon. Staff Recommendation Staff recommends approval with the following conditions: 1. Two grasscrete parking spaces be added to accommodate any overflow parking. 2. The drawings be clarified to indicate whether the remodel includes one fireplace or two. 3. The percentage of lot coverage be filled in on the notes.
