Each dwelling unit measures just over 2,300 square feet with walkout basements and rear decks. The primary siding material is a light cream colored stucco accented with rough sawn cedar banding, header and facia details. Peeled log post accent the main entry ways as well as the guard rails and posts on the rear decks. The site slopes to the south and is steep with around 25% of the site exceeding a 40% slope. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. This project conforms with the established density and use (residential duplex), meets all setback and easement requirements and is well within the limits for lot coverage. The two surface and four garage parking spaces exceed the four spaces required for a project this size. There is an appropriate amount of landscaped area; however, the landscape table should be amended to read 5 gallon Potentilla bushes. It is uncertain from the provided cut -sheets whether or not the proposed exterior lighting fixtures will cause off-site light pollution. The measured building height of 31' is within the 35' height maximum. Based upon the review of the items above, the project appears to conform with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. All proposed colors and materials appear suitable for both the project and its site. The stucco siding, cedar facia and soffits, and peeled pine log posts and railings all feature natural/earth tone colors. The residence is located well within the lot's setbacks and nearly all of the proposed grading is also well away from the lot's property lines. The one area of concern is east of the driveway where care will need to be taken to ensure that the grading for the driveway will not encroach onto Lot 28. The downslope proposed location of the structure coupled with its relative low profile should not block significantly the views of neighboring properties. In all, the design appears to not present any significant site impacts to neighboring properties. 4. The compatibility of the proposed improvements with site topography. The proposed location of the residence runs generally parallel to the slope of the lot. The chosen access point seems to be in the most logical location. All the proposed grades for both the driveway and the site have meet approval of the Town staff. It thus appears that this project is compatible with the site's topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The elevation drawings do present a design that is somewhat repetitive. However, two factors should work to help alleviate this design concern. First, the staggering of the two units provides a change in visual depth. When viewed from various vantage points, this design characteristic should break-up the structure's masses and present a unified design. Secondly, the low profile of the building coupled with its location nearly twenty feet below the grade of Beartrap Road will screen any direct views from above the structure. The residence will be most visible looking down the driveway toward the east elevation of Unit "A". The planned landscaping should help soften and screen this view cone. The views of the residence above the site's will be limited primarily to the roof. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The project's design and general massing appears compatible with the existing structures in the vicinity and should not impair either their monetary or aesthetic values. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Based upon the findings of the above Design Review Considerations, this proposed duplex appears to comply with the adopted goals, policies and Programs of the Town of Avon.
