L31 B1 BMBC MSP ModTown of Avon Final Design Staff ortRep November 07,1995 Planning & Zoning Commission meeting Report date November 3, 1995 Project type Sign Program Modification Project Name Centennial Center Legal description Lot 31, Block 1, Benchmark at Beaver Creek Subdivision Zoning Industrial Commercial Introduction The applicant wants to modify the Centennial Center's approved Master Sign Program (the project is not yet constructed) by relocating the professional service signs from the southeast corner of the building to the backlit awnings above the first floor windows. Each awning section will contain one singage panel of the following sizes: • one panel, 1°-0' x 6'-0" = 6 s.f. (Sign Type "C") • one panel, 1°-0°° x 18°-0" = 18 s. f. (Sign Type "D") • two panel, l' -O" x 12°-0" = 24 s.f. (Sing Type "E" & "F") All other components of the original Sign Program remain unchanged. Design Review Considerations According to the Town of Avon's Sign Code, Section 15.28.070 Design Review Criteria, the Planning & Zoning Commission shall consider the following items in reviewing proposed designs: 1. The suitability of the improvement, including materials with which the sign is to be constructed and the site upon it is to be located. Moving the professional service signs to the building's awnings appears suitable in terms of both proposed materials and location. The white lettering on the Hunter Green awnings is retained as originally approved as part of the building's June 6, 1995 Final Design approval. Fluorescent tubes would be used to provide backlighting. The awnings provide a suitable material and location for this proposed signage. 2. The nature of adjacent and neighboring improvements. Examples of awning signage on neighboring businesses and throughout the town appear to provide effective, attractive signage. 3. The quality of the materials to be utilized in any proposed improvement. The awnings appear to provide a suitable, quality material for the proposed signage. The visual impact of any proposed improvement, as viewed from any adjacent or neighboring property. The proposed signage modification should present the same degree of visual impact as other awning signs found on neighboring businesses and throughout the town. 5. The objective that no improvement will be so similar or dissimilar to other signs in the vicinity that values, monetary or aesthetic, will be impaired. The proposed improvements should not effect monetary or aesthetic values. 6. Whether the type, height, size, and/or quality of signs generally complies with the sign code, and are appropriate for the project. These elements are consistent with the requirements of the sign code. 7. Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the sign is appropriate for the determined orientation The sign is oriented to vehicular traffic, and is appropriate for that purpose. 8. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. Type, quality and location of the signage are of high quality. 9. The compatibility of the design to minimize site impacts to adjacent properties. Design is compatible with neighboring installations. 10. The compatibility of the proposed improvements with site topography. N/A 11. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. Appropriate. 12. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. N/A 13. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Conforms. Staff Recommendation Approve the signage as presented.
