Final Design Staff Report
November 7,1995 Planning & Zoning Commission meeting
Report date November 3, 1995
Project Name Vail -Avon Commercial Park
Project type Modification to industrial site plan for trash compactor
Legal description Lot 14 and 15, Block 1, Benchmark Subdivision
Zoning IC
Introduction
The applicant wants to install an enclosed trash compactor for recycling cardboard boxes and
packing material. The compactor would serve a recently completed office - warehouse building.
The proposed location would eliminate an existing parking space. To mitigate the the loss of the
parking space, the applicant proposes designating a parking space in front of the trash compactor
enclosure as an employee -only space. The employee using that space could then move their
vehicle when the compactor is serviced by a truck.
Design Review Considerations.
According to the Commission's Procedures, Rules & Regulations, Section 6.10, the
Commission shall consider the following items in reviewing the design of this project:
1. Conformance with the Zoning Code and other applicable regulations of the Town.
The compactor enclosure meets the requirements for setbacks from property lines. Parking
spaces are not customarily placed in front of dumpsters in order to maintain unrestricted
access to the dumpster and parking space. However, the designation of an employee parking
space appears to be a viable solution that would not be in violation of any specific code
requirement.
2. The suitability of the improvement, including type and quality of materials of which it is to be
constructed and the site upon which it is to be located.
The compactor enclosure is proposed to be constructed of channel groove siding. It is
appropriate for the industrial site
3. The compatibility of the design to minimize site impacts to adjacent properties.
The compactor is not anticipated to impact adjacent properties.
4. The compatibility of the proposed improvements with site topography.
The site is level at the location proposed for the trash compactor.
5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring
properties and public ways.

The compactor will be screened with the solid channel grooved siding. The compactor is
located immediately west of the existing dumpster enclosure which will partially block the
view of the compactor enclosure.
6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values,
monetary or aesthetic will be impaired.
Not applicable
7. The general conformance of the proposed improvements with the adopted Goals, Policies and
Programs for the Town of Avon.
Approval of the compactor will help to encourage recycling of cardboard, which is in
conformance with adopted goals, policies and programs.
