The residence includes a courtyard, is approximately 3,500 square feet in size, and sits on the Eagle River. Materials proposed include: stained cedar trim, moss rock stone veneer, stucco walls, and cedar shake roofing. Design Review Considerations According to the Town of Avon Residential, Commercial, and Industrial Design Review Guidelines, Section 7, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Town of Avon Zoning Code. • Allowed use: Conforms to the permitted use. • Density: Conforms to the PUD zoning. • Lot Coverage: Conforms to the maximum site coverage of 50%. • Setbacks: Conforms to required setbacks. The minimum setback of thirty feet is maintained from the mean annual high water mark of the Eagle River. • Easements: Conforms to existing easements. • Building Height: All roof ridges are under the 35 foot maximum. • Grading: Minimal grading is required. • Parking: Adequate parking is proposed. • Snow Storage: It appears there will be sufficient on-site storage space. Whether adequate development rights exist for the proposed improvements. The proposed residence complies with the zoning of the property. 4. The sketch plan is in general compliance with all design requirements. • Site Development: o Site Design: This project is in general compliance. o Site Access: The curb cut is in compliance. Adequate maneuvering for vehicles on site is also provided. o Parking and Loading: Parking is adequate and functional. o Easements: There are no encroachments. o Site Grading: Grading is minimized on this property. This residence will add architectural interest to the community. • Landscaping: Landscaping plan will be submitted at Final Design. Existing vegetation is included in the Site Plan. Staff Recommendation Staff recommends approval for sketch plan design of Lot 1, Block 1, Filing 1, Eaglebend Subdivision with the following conditions to be resolved by final design submittal: 1. A complete topographical survey stamped by a Professional Land Surveyor, registered in the state of Colorado is required by Final Design Review. The elevation measurements need to be shown as USGS measurements and all areas on-site that are 40% slope or greater must be shaded. 2. A vicinity map must be included on the Final Design site plan. The location and details for the culvert located under the proposed driveway may be necessary. 6. Positive drainage needs to be provided away from the proposed structure. This is of particular concern around the northeast side of the building. 7. Grading and drainage in the courtyard needs to be provided to ensure positive drainage away from the proposed structure. 8. The project consists of 4 buildings (A, B, C and D) with building C being the focus of the project. Two buildings (A and B) are proposed alongside the pedestrian mall, and building D is an extension of the existing Avon Center. The building envelopes and development standards comply with the PUD development plan approval (Ordinance 02-20). The sketch design plan was approved by the Commission on November 5, 2002. The buildings are contemporary in design, composed primarily of EIFS applied stucco with ornamental metal balconies and stone base. Roofing is proposed as a standing seam metal and the stucco features rustification joints primarily on the first two levels of each building. Buildings A and B feature canopies along the mall arcade, and Building C features a porte- cochere entryway. Design Review Considerations According to the Town of Avon Residential Commercial and Industrial Design Review Guidelines, Section 7, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Town of Avon Zoning Code. • Allowed use: The project complies with the development standards as approved at PUD. • Density: The project complies with the density maximums and minimums (Commercial) as approved in the PUD. • Lot Coverage: The proposed lot coverage is in compliance with the PUD approval. • Setbacks: The project complies with all setback requirements. Building A sits on the building setback and should be relocated to avoid an encroachment problem. • Easements: The project complies with all of the Town easements. Building A encroaches into the Reciprocal Access easement between Lot B and C. Town of Avon Community Development (970) 748-4030 Fax (970) 949-5749 Lot B, Avon Center at Beaver Ci,,.,x Subdivision, Final Design December 3, 2002 Planning & Zoning Commission meeting Page 3 of 6 o Drainage: The drainage plans appear to be acceptable with some slight modifications, so noted as conditions to this approval by staff. o Snow Removal and Storage: Snow will be removed to an off-site location per the PUD approval. o Water, Sewer, and Trash Storage: Trash storage has been revised to be included in Building A. o Sidewalks: Sidewalk widths conform to the PUD approval requirements. Clarification on the sidewalk detail and connection to Phase 1 C of the Lot C project will be required. Additionally, the sidewalk along the front of Buildings D and C should project to the outside edge of the columns, as should the main walkway between these buildings. • Building Design: o Design Character: This project matches the contemporary style of the adjacent Avon Center. Several facades have been revised to further break up the wall massing. Additionally, the window patterns appear to create enough variety on all elevations. Staff is concerned with the application of metal canopies on the smaller buildings—this is not a design application we have approved within the Town Center. The skylight appears to propose plexi -glass, which traditionally has not been an appropriate material for this mountain environment. In addition, the stair enclosure and porte-cochere at the entrance does not relate to other architectural elements within the streetscape along West Beaver Creek and with the development on Avon Center. o Building Height: Building height appears to conform to the maximum height requirements specified in the Amended PUD. Further detail has been added to the elevator enclosure as requested at sketch plan. o Building Materials and Colors: Building materials and colors appear acceptable; however both materials and colors (including the railing detail) must be separately approved by the Commission. o Exterior Walls, Roofs, and Architectural Interest: Roof pitch has been revised on Building C to 4.56:12. The roof pitch on the rest of the project is 6:12, except for a flat roof on Building D. The roof elevations have been revised to incorporate an 18 -inch minimum overhang on all buildings. The metal roofs used on the smaller buildings are not a material we have approved within the Town core. o Outdoor Lighting: Lighting cut sheets have been submitted for review on the types of lighting being proposed. Staff is additionally concerned that the fixtures proposed do not comply with Town standards. A detailed lighting plan is required in order to understand exactly which fixtures are being proposed and in which locations (including any site lighting). This approval must comply with all the terms and conditions of the 1998 Development Agreement as well as the PUD development plan dated September 10, 2002. 2. Any parking deficiency may result in the reduction of dwelling units as required by the terms and conditions of the PUD development plan and related documents. 3. A deed restriction for the 6 employee housing must be submitted and approved by the Town prior to the issuance of the first Temporary Certificate of Occupancy (TCO) for the proj ect. The following conditions must be resolved prior to building permit issuance: 4. The "Reciprocal Access Easement" is incorrectly identified on the plan sets and must be correctly identified. Building A must be relocated out of this existing easement or otherwise approved. 5. More details for the new entrance and closure of the existing entrance need to be provided. Additional survey information and design details are required to ensure a street improvements match the Right -of -Way curve. Limits of disturbance, traffic lanes and striping for streetscape modifications need to be provided. 6. Building A footprint on sheet C4 of 8 and A0.01 does not match A2.07. This must be corrected on the plan set. 7. Details for the relocation of streetscape lights along West Beaver Creek Boulevard need to be provided. 8. A revision of the exterior stair enclosure to incorporate the streetscape improvements theme as well as the porte-cochere elements is required. 9. A detail for the sidewalk and landscaping interface between Lot B and Lot C extending from the garage ramp to the corner of the pedestrian mall must be submitted. Additionally, the sidewalk along the front of Buildings D and C shall project to the outside edge of the columns along with the main walkway between these buildings. 10. Manhole Rim elevations along the Lot C and Lot B property line do not match between the corresponding civil plans. In order to review final grading and improvements, details on drainage connections for the driveway and into existing structures must be resolved. 11. Typical cross sections for pavement and sidewalks need to be provided. Roadway pavement to be placed in 2 inch lifts with a total thickness to equal existing pavement depth plus one inch with a minimum thickness of six inches. Minimum asphalt patch back width is 2 feet. 12. Hydrants will need to be installed per ERWSD standards. The hydrant along the mall may need to be adjusted to address grading. 13. The grading proposed beyond the west property line and outside of easement between Lot C & B must be clarified.
