The project will consist of two units of approximately 3,415 square feet each for a total square footage of 6,830 square feet. Architecturally, the project is consistent with the surrounding properties and is proposed with materials and colors designed to enhance the neighborhood. Design Review Considerations The Commission's Procedures, Rules & Regulations, Section 6.10, provide the framework for evaluation of this project. Additional guidelines and regulations are contained within (but not limited to) the Comprehensive Plan, the Design Guidelines, the Zoning Ordinance and the Subdivision Regulations. 1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. 2. The conformance with other applicable rules and regulations of the Town of Avon. 3. The type and quality of materials of which the structure is to be constructed. The window trim is dark green with dark brown fascia and beige stucco and dark brown asphalt shingle roof, which create a complementary design for the neighborhood. 4. The design of site grading and drainage to minimize impacts to adjacent sites, rights -of- way and easements. The site plan has technical issues, which must be resolved at building permit: • The driveway slope is 10 %, not 85 as indicated on the plans. • A site plan at an engineer scale must be submitted. • Building A- drainage may flow toward the entrance and a drain detail must be submitted for review with building permit plans and resolve 3'0" grade difference at end of the hammerhead. • Revise driveway entrance to be more perpendicular to Longsun Lane. • Window wells — submit detail for compliance with the UBC and Bldg. B — create consistency with window well on floor plans, site plan and elevations. • The retaining wall section should be stepped back to enhance stability. B with the site plan and elevations. 5. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The project works well with the site. The technical issues with the site and grading plan must be resolved with the building permit. 6. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, and orientation to street, quality of materials, and colors. Generally, the proposed improvements work well with respect to architectural styling, massing height, materials and colors. Staff remains concerned with the deck on Building B — West Elevation — a structural support should be designed consistent with the other bracket supports for the project. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. 8. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Comments Staff recommends final design approval for Lot 62, Block 4, Wildridge Subdivision with the following conditions: 1. Submit revised grading and site plan; 2. Revise deck on Bldg. The Amendment will be added to Section 4.25 entitled Building Design of the Planning and Zoning Commission Procedures, Rules and Regulations as follows: E. Mechanical equipment, flues and vents All roof top mechanical equipment, including heating, ventilation and air conditioning equipment (HVAC) must be indicated on the plans. 2. All roof -top mechanical equipment/HVAC, kitchen exhaust vents and paint booth exhausts, etc are required to be screened from off -site views. 3. All ground- mounted HVAC units must be screened from off -site views. 4. All fireplaces flues and vents must be indicated on the plans. All roof -top fireplace flues must be enclosed and indicated on the plans. TOWN OF AVON PLANNING & ZONING COMMISSION RESOLUTION NO. 00-2 SERIES OF 2000 A RESOLUTION AMENDING THE PLANNING AND ZONING COMMISSION'S RULES, PROCEDURES, AND REGULATIONS FOR REGULATING MECHANICAL EQUIPMENT, FLUES AND VENTS WHEREAS, the Comprehensive Plan states improvement of the visual appearance of the Town and development of a high quality urban design is a high priority; and WHEREAS the Comprehensive Plan states the Town should establish and maintain a high quality visual image; and WHEREAS, the Planning and Zoning Commission finds that the Amendment to Section 4.25 is consistent with the Goals and Policies of Comprehensive Plan for improving the visual quality of the Town of Avon. The meeting was called to order by Mayor Protem Bob McIlveen at 5:30 PM. A roll call was taken with Councilors Jim Benson, Debbie Buckley, Rick Cuny, Mac McDevitt, and Buz Reynolds present. Mayor Judy Yoder was absent. Also present were Town Manager Bill Efting, Town Attorney Burt Levin, Assistant Town Manager Larry Brooks, Town Clerk Kris Nash, Director of Community Development Mike Matzko, Public Works Director Bob Reed, Transportation Director Harry Taylor, Fire Chief Charlie Moore, Town Engineer Norm Wood, Town Planner Karen Griffith, Executive Assistant Jacquie Halburnt as well as members of the press and public. Ordinances Second Reading of Ordinance No. 00 -01, Series of 2000, An Ordinance Approving an Amendment to the Wildridge PUD and Approving the Grandview at Wildridge PUD and Development Standards for Lot 45, Block 2, Wildridge Subdivision, Town of Avon, Eagle County, Colorado Mayor Protem McIlveen stated this is a public hearing. Community Development Director Matzko stated this is a subdivision of a four -plex lot into two duplexes rather than one four -plex. The units are smaller than normal, approximately 3,000 square feet each. The height is set at 32 feet maximum, 35 feet is allowed. The lot coverage for the entire project is 13 %. There being no comments from the public, Mayor Protem McIlveen closed the public hearing. Councilor Cuny motioned approval of Ordinance No. 00 -01, Series of 2000, on second reading. Councilor Benson seconded the motion. Mayor Protem McIlveen asked for a roll call. The motion carried unanimously. Ordinance First Reading of Ordinance No. 00 -02, Series of 2000, An Ordinance Conditionally Approving a PUD Development Plan (Including Development Standards) for Tract C, 0 0 Avon Center at Beaver Creek Subdivision, and Authorizing Execution of a Development Agreement Community Development Director Matzko stated this ordinance would be the approving document for the PUD Development Plan for Lot C. In October, 1998, the property was rezoned from Town Center to PUD. At that time the zoning and development standards were adopted by Council. This ordinance would approve the specific development plan which describes the development that would take place on the project. The ordinance also authorizes the Mayor to execute a development agreement with the property owner. The project consists of 133 time share units, 125 hotel rooms, 20 deed restricted employee units, and 31,850 sq. ft. of gross leasable floor area of retail/office /commercial. Councilor Benson motioned approval of Ordinance No. 00 -02, Series of 2000, on first reading. Councilor Buckley seconded the motion. Mayor Protem McIlveen asked for a roll call. The motion carried unanimously. Town Manager Report Town Manager Efting encouraged residents of Avon and the county to participate in the I -70 corridor environmental impact study public hearings that will be taking place over the next several months. Town staff will attend those meetings. The Town will also be advertising those public hearings in the papers. Mayor Report Mayor Protem McIlveen stated information will be forthcoming on the fire district proposal and May ballot issue.
