Each residence is limited to 4,500 gross residential floor area with a 30'0" maximum building height. Each home requires three parking spaces and landscaping to buffer each residence. Lot 111D is a single - family residence consisting of approximately 3,608 square feet with rustic mountain architecture using a stone base with a stucco body and cedar siding accents. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 4. 10, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. • Allowed use: Conforms with the allowed residential use. • Density: Single family. • Lot Coverage: The applicant is proposing 44% lot coverage and is required to be less than 50%. • Setbacks: The proposed residence extends closely to each setback and leaves no room for error. The roof cave on the front and south side of the residence and the associated deck appear to encroach outside of the building envelope. The applicant will be required to verify the setbacks prior to commencing construction by a licensed surveyor. • Easements: There are no encroachments in the 10' Drainage and Utility Easement. • Building Height: The height restriction for the PUD is 30'0" and the proposed height is 29'6 ". The applicant will be required to verify elevations at foundation and framing stages by a licensed surveyor. • Grading: The grading plan is adequate, and shows positive drainage away from the home to the proper culverts. The revised grading plan includes revisions to the adjacent properties, which have already obtained final design approval by the Planing & Zoning Commission. Therefore, Staff recommends that the building permit plans for both Lot 111D and Lot 111E reflect the changes to the grading plan, and be subject to Staff review prior to the issuance of any building permits. • Parking: The applicant is proposing four parking spaces and is required to have three. • Snow Storage: Submitted plans comply with the Town requirements for snow storage. Snow storage is adjacent to the proposed impermeable surface area. • Landscaping: The landscaping plan is lacking location and type of erosion control measures. There is no indication of a sprinkler system. Address sign detail should be submitted. 2. The conformance with other applicable rules and regulations of the Town of Avon. The plans conform with the 30'0" height maximum. 3. The type and quality of materials of which the structure is to be constructed. The architectural style, massing and materials work well with the site. 4. The design of site grading and drainage to minimize impacts to adjacent sites, rights -of -way and easements. The landscaping plan for the project needs to be refined. 5. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The project is compatible to the site. The home is maximizing the buildable area to increase the amount of square footage for the residence. 6. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The overall architectural design works well with Town standards and within the immediate neighborhood. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The design of the project is consistent with the previously approved residences within this PUD. 8. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Staff recommends approval for Lot 111D, 2013 Beaver Creek Point with the following conditions: Submit a landscaping plan with more detail, including erosion control measures and sprinkling system layout. 2. The project consists of 3, 4 and 5 bedroom units for a total 12,828 sq. ft. The project is maximizing the property to provide for the density being proposed by grading to each property line, adding retaining walls and riprap drainage area in the setbacks, and maximizing the height limitation. Staff has received a letter from an adjacent property owner, which is attached for your review. In summary, the letter requests the applicant add more landscaping, increase the berm size, and review the garage door materials. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. • Allowed Use: Conforms with the allowed residential use. • Density: Four -plex residence • Lot Coverage: The applicant is proposing 19% lot coverage. • Setbacks: There are retaining walls and a riprap drainage area designed in the setbacks. • Easements: The retaining wall for the driveway encroaches into the 10' Snow and Maintenance Easement. • Building Height: The proposed project complies with the height restrictions. The applicant will be required to submit accurate height calculations with building permit plans. • Grading: In order to accommodate the four large units, the proposed grading plan extends to each side property line. • Parking: The applicant is proposing 12 parking spaces and 10 are required. The project is in conformance with the rules and regulations. 3. The type and quality of materials of which the structure is to be constructed. Staff is concerned with the following: 1. The color scheme does not appear to blend with the natural landscape; the sage green is limited in its application and does not relate to the entire building. The gray color scheme is very stark and suburban. 2. The four white, front loaded garage doors are very uniform. There is no variety or architectural interest created on the front elevation. 3. The retaining wall on the East Side of the property encroaches into the drainage easement. 4. The design of site grading and drainage to minimize impacts to adjacent sites, rights -of -way and easements. 1. The retaining wall on the southeast corner of the building requires an engineered design. 2. The width of the driveway entrance must be reduced to comply with standard entrance requirements and minimize drainage impacts. 5. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The project maximizes the building site. 6. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The front elevation as viewed from the road is a mirror image and lacks architectural interest — each unit mirrors the other. The materials, massing and height are consistent with the neighborhood. The color scheme appears inconsistent with a natural or earth tone color scheme. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. 8. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Staff recommends approval of the Final Design application for Lot 43, Block 4, Wildridge Subdivision with the following conditions: 1. Beaver Creek Blvd. Introduction This minor project is being submitted by the owner of the Vista Brasserie, Gary Borris, to construct a windbreak shelter attached to the outside of the restaurant, on the west side of a small patio seating area. The windbreak proposed appears to be constructed of plastic and wood framing, and stands approximately nine feet high and fifteen feet long. Currently, the small patio area is delineated by several concrete bollards connected by a chain. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. • Allowed use: Conforms with the allowed commercial use. • Density: Not Applicable. • Lot Coverage: Not Applicable. • Setbacks: Not Applicable. • Easements: There are no encroachments in the Drainage and Utility Easement. • Building Height: Not Applicable. • Grading: Not Applicable. • Parking: Not Applicable. • Snow Storage: This project does not interfere with snow storage requirements. • Landscaping: Not Applicable. 2. The conformance with other applicable rules and regulations of the Town of Avon. 3. The type and quality of materials of which the structure is to be constructed. The architectural style, massing and materials of the wind break do not work well with the site. The impact and appearance of plastic sheeting, especially considering the wear and tear of weathering, will be significant. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. Not applicable. 6. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The overall architectural design does not work well with Town standards and with the overall orientation to both the street and pedestrian areas. Further, the instability, appearance, and maintenance of the wood and plastic sheeting comprising this structure are unknown and determined by Staff to adversly impact the visual quality as viewed from adjacent properties and the public way. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The design of this windbreak will, in Staff's opinion, impair aesthetic values in the area. Staff believes this minor project is of the type and quality that will impair visual qualities of the development. 8. The general conformance of the proposed improvements with the adopted Goals, Policies and programs for the Town of Avon. The projet does not conform within the Town of Avon's goals and policies for preserving aesthetic values. Staff Recommendation Staff recommends denial of this minor project for a windbreak shelter at Vista Brasserie, 48 Beaver Creek Boulevard East.
