PZC Minutes 100300 (2)Minutes of Planning & Zoning Commission Regular Meeting October 3, 2000 Council Chambers Town of Avon Municipal Building 400 Benchmark Road I. Call to Order The meeting was called to order at 5:35 p.m. II. Roll Call All Commissioners were in attendance at the start of the meeting with the exception of Commissioner Klein who joined the meeting at 5:41 and Commissioner Evans who joined the meeting at 5:45. Commissioner Fehlner chaired the meeting. III. Additions and Amendments to the Agenda Final Design Item B, Fence Application for Lot 2, Block 2, 2802 Shepherd Ridge, Wildridge was deleted from the agenda. IV. Conflicts of Interest None V. Consent Agenda A. Approval of the September 19, 2000 Planning & Zoning Commission Meeting Minutes Commissioner Sipes moved to approve the Consent Agenda. Commissioner Head seconded the motion. The motion passed unanimously with Commissioners Fehlner and Klein abstaining. Minutes of P&Z Meeting October 3, 2000 Page 1 VI. Final Design A. Lot C, Sheraton's Mountain Vista Exterior Modification Presented by Ruth Borne, Assistant Director Community Development. She stated due to building code issues, the false French deck and railing will not function and cannot be approved. The applicant has made a proposal to delete the decks. Staff does not feel comfortable making any approvals on the project until we see the colors and materials mock up which is scheduled for the next Planning and Zoning meeting. Commissioner Sipes moved to deny the exterior modification of Lot C, Sheraton's Mountain Vista noting the proposed modification lacks sufficient detail due to the visibility of its location on the building and also in comparison to what was originally approved. Architectural detailing mass and scale does not meet design criteria. Commissioner Evans seconded the motion. The motion passed unanimously. VII. Staff Approvals: A. Lot 2,90 Benchmark Road Sign Permit: "White River Center" B. Lot 24, Block 3, Wildridge Subdivision 4274 Wildridge Road West Repainting of Home VIII. Other Business A. The Village at Avon — Update from Andrew Karow Commissioner Karow, as the interim representative to the Village at Avon Board, commented that he had talked with Bill Post who said they are preliminarily working with two big box retailers. Mr. Post said the Village will do their design guidelines after negotiations with the big box stores. The developer is proposing three different sets of design guidelines; one for commercial, one for employee housing near Swift Gulch and one for the higher priced residential homes. Arthur Erickson, Peter Jamar and another group out of Boulder will be working on developing the design guidelines. They don't know what the composition of the design review board is going to be.
