Roll Call All Commissioners were present with the exception of Commissioner Fehlner and Commissioner Macik. II. Additions and Amendments to the Agenda Add items B,C,D and E of Final Design to the Consent Agenda. III. Conflicts of Interest None IV. Consent Agenda A. Approval of the August 17, 1999 Planning & Zoning Commission Meeting Minutes B. Lot 11, Block 1, Benchmark at Beaver Creek Address: 451 Metcalf Road Project Type: Modification to Wall Design Property Owner /Applicant: Louis Medeiros, Avon Auto Body The Commissioner moved to approve the block fence for Lotl 1, Block 1, Wildridge Subdivision as depicted on the application and plan set dated August 27, 1999 with the following conditions: 1. "The materials of the fence will match the split face block on the new building and the concrete piers be dyed to match the color of the split face block 2. 20 additional bushes shall be planted in front of the fence". C. Parcel C, Lot 111, Block 1, Wildridge Subdivision Address: 2001 Beaver Creek Point Project Type: Single Family Residence Property Owner/ Applicant: Andrew Hadley Consultants: Gies Architects, Inc. The Commission moved to approve Lot 111, Block 1, Parcel C, Point View at Beaver Creek, Wildridge Subdivision with the following conditions: 1. Provide more detailed information to conform site plan to the elevations. The elevations need to indicate the grades to correspond correctly to the site plan. 2. Provide driveway details to evaluate drainage. 3. Clarify drainage and grading plans for landscaping and drainage on the west elevation. 4. The lot must be renamed Lot B to be consistent with the E-911 system and the Amended Final Plat. D. Parcel D, Lot 111, Block 1, Wildridge Subdivision Address: 2001 Beaver Creek Point Project Type: Single Family Residence Property Owner /Applicant: Andrew Hadley/Gies Architects The Commission moved to approve the final design application for Lot 111, Block 1, Parcel D, Point View at Beaver Creek with the following conditions: 1. The Lot is now referred to as Lot A consistent with the E-911 system and the Revised Final Plat. 2. Install fire hydrant between Lots A and C on Beaver Creek Point. 3. Resolve the slopes, which exceed the 2:1 requirement. 4. Clarify compliance with the 30'0" height limitation, specifically on the south elevations. S. Provide driveway details to clarify proper drainage. 6. The applicant will be required to verify the setbacks prior to commencing construction by a licensed surveyor. 7. Move the exterior trusses from the south west chimminy and add to the north west elevation. E. Lot 78, Block 4, Wildridge Subdivision Address: 5691 West Wildridge Road Project Type: Duplex Residence Property Owner: A -T, Inc. Applicant: John Martin The Commission moved to approve Lot 78, Block 4, Wildridge Subdivision as depicted on the application and plan set dated August 3, 1999 with the following conditions: 1. The building on the front setback requires staking by a licensed surveyor prior to construction to verify compliance with the 25'0" setback requirement. 2. Resolve the height problem on the two ridges to comply with the 35'0" height requirement. 3. Resolve the discrepancy with the 6'0 boulder wall the site plan. 4. Resolve the drainage into the garage by increasing the slab elevations and revising the driveway configuration. 5. Indicate driveway spot elevations with contours and provide missing contour at site entrance. 6. Remove landscaping out of the road right of way to avoid impeding proper drainage within the Town of Avon's snow storage, drainage and utility easements. F. Lot 34, Block 4, Wildridge Subdivision — Renewal of Final Design Approval Address: 5081 Wildridge Road East Project Type: Single Family Residence Property Owner: P.P. & B Applicant: Michael Hazard The Commission moved to renew the final design approval for one year on Lot 34, Block 4, Wildridge Subdivision as depicted on the application and plan set approved on September 16, 1997 with the following conditions: 1. Remove the entryway monument and security gate out of the setback. 2. Install automatic irrigation system. 3. Submit landscaping plan for south side in accordance with Town standards subject to staff approval. 4. Grading plan must meet Town standards and be approved by staff prior to issuance of a building permit. 5. Remote meters shall be installed on the building in a location approved by staff. 6. Fabricated metal chimney caps, aluminum sunscreens, and scuppers require staff approval. 7. All disturbed areas not a part of formal landscaping shal be re -vegetated with native grasses and bushes at a rate of three(3) bushes per 100 square feet of area. MOTION: Commissioner Morrison moved to table the August 17, 1999, Meeting Minutes in order to have a quorum to vote and approve items B through F of the Consent Agenda with the additional condition on item D that the applicant move the exterior truss from the southwest chimney to the northwest elevation. Commissioner Karow seconded. The motion passed unanimously. V. Final Design Review A. Lot 21, Block 1, Wildridge Subdivision Address: 2165 Saddleridge Loop Project Type: Duplex Residence Property Owner/ Applicant: Jim Aiden Mr. Aiden expressed concern about meeting the requirements of condition number 11 regarding light fixtures. Commissioner Sipes said the window over the entry door would look more consistent if it were retangular in shape. He also expressed concern that the glass block windows in the bathroom were consistent with the design of the house. Commissioner Sipes said the he would not approve the two stucco colors as they would stand out too much. Commissioner Klein said the design is much more balanced. He would also like to see more muted colors instead of the stark white. Commissioner Karow said the said the project is still too large for the site. He said he agrees with staff recommendations with the exception for condition number 11. He said he thinks this is a great light fixture and until there is a better design this is a good choice. Commissioner Evans and Commissioner Morrison expressed the same concern about the light fixture as the rest of the Commission. Commissioner Sipes moved to approve final design for the proposed duplex design for Lot 21, Block 1, Wildridge Subdivision as depicted on the application and plan set dated received August 30, 1999 with the following conditions for staff approval in conjunction with the building permit review process: 1. That a professional engineer or other qualified professional prepare the final grading and drainage plan in conjunction with the building permit review. 2. Delete the glass block windows with another window style more consistent with the rustic alpine style. 3. Provide consistent window trim. 4. The pentagon window on north entry must be rectangular and the same dimension as window below. 5. The board and batten siding material needs to be specified. 6. Add three additional trees be added to the rear yard of each unit. 7. All disturbed areas not a part of formal landscaping shall be re -vegetated with native grasses and bushes at a rate of 3 bushes per 100 square feet of area. 8. Provide an automatic irrigation system for all landscaped and re -vegetated areas. 9. Accurately depict the window well design. 10. Revise stucco color to meet the earthtone recommendations for staff approval. 11. Revise plan to accurately reflect the use of the crawl space. Commissioner Morrison seconded. The motion passed with 3-2 a vote, Commissioner Karow and Commissioner Evans opposing. B. Lot 46A, Block 1, Wildridge Subdivision — Exterior Color Change Address: 2410 Saddleridge Loop Project Type: Single Family Property Owner: Marilyn Menns The owner of Lot 46B was present and objected to the color change. The party wall agreement for the propoerty requires the exterior color to be an earth tone shade. Commissioner Klein said that he is opposed to the color change based on criteria number 6. Motion Commissioner Morrison moved to approve the exterior color for the body of the house amd exterior paint trim color to be painted with the Herbivore, No. SW2230, Sherman Williams on Lot 46A, Block 1, Wildridge Subdivision. Commissioner Sipes seconded. The motion passed 4- 1 with Commissioner Klein opposing. VI. Other Business A.
