This decision and recommendation is made in accordance with Avon Development Code (“Development
Code”) §7.16.040(c):
DECISION: Recommendation to adopt a Comprehensive Plan, 2016 Recreational Trails Master Plan, as
follows:
CONDITION:
1. Trails P1- P7, and associated trailhead facilities, will be removed.
FINDINGS:
1. After publishing and posting notice as required by law, PZC held a public hearing on
August 16, 2016; and prior to formulating a recommendation to the Town Council
considered all public comments, testimony, evidence and Town Staff report.
2. Pursuant to Development Code §7.16.030(c), Review Criteria, PZC considered the
applicable review criteria for a Comprehensive Plan.
3. The land surrounding trails P1-P7 is not compatible with the proposed development of
trails.
4. The unavoidable natural impacts on the Metcalf Gulch area could not be properly
mitigated by the plan.
5. Enforcement policies and procedures must be updated.
VOTE: The motion passed with a 4-3 vote.

Re: 2006 Comprehensive Plan Update
Summary
The Town Council recently adopted the 2017-18 Strategic Plan. The Strategic Plan lists future priorities and
strategies to meet the objectives of a vision statement. The strategies were placed into prioritized
“tiers” as developed by Council during Retreats. Update of the plan is listed as a “tier 1” work item as
seen below:
Proposed Completion Date: December 31, 2016
Update the comprehensive plan, including demographic data update and consideration of policy
support for the millennial generation and seniors
Staff plans to work with PZC to provide a draft update for Council consideration. In preparation for
this update, staff is requesting that PZC first read the document and note changes, both specific
and general in nature, to foster discussion at your September 6 meeting. A fairly thorough
strikethrough of the document has already been drafted by staff.
To give you an idea of some of the work already completed you will find and excerpt of the
document attached hereto. Strikethroughs performed thus far attempt to consolidate redundant
language, delete goals for specific work projects (i.e. “develop a detailed plan for west town center”,
or “develop a place for cultural events such as an open air pavilion”) that have been completed, and
changing language from obligatory to suggestive.
