Re: Avon Road Improvements – Roundabout #4
SUMMARY
The Planning and Zoning Commission (PZC) conditionally approved a Minor Design and Development Plan
application on February 18, 2014, for landscaping improvements to the Avon Road Right‐of‐Way. Some of the
design elements for the roundabouts were incomplete at the time of action in February; therefore the approval
was conditioned upon returning with the Roundabout #3 monument sign design, and the Roundabout #4
design. PZC has since approved “2015 Design Elements” within Roundabout #4, and at the October 7, 2014
meeting reviewed the concept for adding the “Lasso” sculpture to the middle of Roundabout $4. A scaled
rendering of the sculpture is being presented for approval, as well as “Town Center” lettering to be added to
the 2015 design features.
The attached perspective drawings show the location and proportions of “Lasso” in relation to the 2015 design
columns and banners. Additionally, on the largest vertical members (10” x 10”) on either side of the
southbound – north facing – 2015 columns the words “Town Center” would be vertically affixed to the beetle
kill wood. These wayfinding features help signify this critical junction of Benchmark Road and Avon Road as the
middle of Town.
REVIEW CRITERIA
The PZC shall use the Development Plan and Design Review criteria as the basis for a decision. Staff has provided
a response to each mandatory review criteria below:
§7.16.080(f), Development Plan
(1) Evidence of substantial compliance with the purpose of the Development Code as specified in
§7.04.030, Purposes;
(2) Evidence of substantial compliance with the §7.16.090, Design Review.
(3) Consistency with the Avon Comprehensive Plan;
(4) Consistency with any previously approved and not revoked subdivision plat, planned
development, or any other precedent plan or land use approval for the property as applicable;
(5) Compliance with all applicable development and design standards set forth in this Code,
including but not limited to the provisions in Chapter 7.20, Zone Districts and Official Zoning Map,
Chapter 7.24, Use Regulations, and Chapter 7.28, Development Standards; and
(6) That the development can be adequately served by city services including but not limited to
roads, water, wastewater, fire protection, and emergency medical services.
§7.16.090(f), Design Review

(1) The design relates the development to the character of the surrounding community; or,
where redevelopment is anticipated, relates the development to the character of Avon as a
whole;
(2) The design meets the development and design standards established in this Development
Code; and
(3) The design reflects the long range goals and design criteria from the Avon Comprehensive
Plan and other applicable, adopted plan documents.
RECOMMENDATION
If PZC wishes to approve these updated design plans, the recommended motion is:
“I move to approve the Minor Design & Development Plan for Lasso and Town Center lettering at Roundabout
#4, Avon Road Right‐of‐Way, citing conformance with the review criteria contained in §7.16.080(f) and
§7.16.090(f), AMC.”

Description: Review of public art installation on side of Seasons wall on Lettuce Shed Lane.
Public Hearing was opened and closed without any comments.
Action: Commissioner Struve moved to approve Case #MNR14041 – Minor Development Plan with the
following findings:
1. The sculpture benefits the Town and entire valley by publishing a major event.
2. The proposed application was reviewed pursuant to §7.16.080(f), Development Plan, and
§7.16.090(f), Design Review, and was determined to be compliant with the review criteria.
Commissioner Minervini seconded the motion and it passed unanimously.
VI. PUBLIC HEARING: Case #MNR14040 – Minor Development Plan

Action: Commissioner Minervini moved to approve Case #MNR14040 – Minor Development Plan with
the following findings:
1. The proposed application was reviewed pursuant to §7.16.080(f), Development Plan, and
§7.16.090(f), Design Review, and was determined to be compliant with the review criteria.
2. The proposed application is compliant with mixed use and non‐residential district design
standards as contained in §7.28.090(4)(iii)(B)Compatible Design (12)Public Art/Sculptures; and
The following conditions:
1. The applicant shall submit and execute a landscape plan for staff approval.
2. Publication boxes adjacent to the sculpture will be relocated if possible.
3. Any changes to the lighting will require staff approval.
The motion was seconded by Commissioner Struve and it passed unanimously.
VII. Meeting Minutes Approval

Commissioner Minervini moved to approve the amended minutes. The motion was seconded by
Commissioner Clancy and passed unanimously with Commissioner Struve abstaining due to his
absence from the September 23, 2014 meeting.

Direction: PZC directed Staff to bring back a Munsell Color book for further review and

New Town Hall
Lasso – PZC Directed Staff to bring back a scaled photo‐representation of the Lasso Sculpture
located in the proposed location in Roundabout #4 within the 2015 AWSC design element.
