Town of Avon Conditions Survey
Dear
Sir or Madam:
The Town of Avon is seeking proposals from qualified firms for the purpose of performing an initial conditions survey of the Town of Avon to determine if there is a basis
for creating an urban renewal authority pursuant to Colo. Rev. Stat. § 31-25-104.
General Scope of Work. The initial scope of work will be to perform a conditions survey within the
Town to determine if there is a “blighted area” as defined in C.R.S. § 31-25-103(2). It is expected that the survey will focus on an approximately five (5) block area within the Town,
referred to as the Avon Town Center West and Main Street Public Improvements project area, and another area consisting of approximately 19 acres that is bounded by the railroad tracks
on the north, Eagle River on the south and Avon Road on the east, referred to as the Confluence area.
If an Avon Urban Renewal Authority is created, it is expected that the initial
urban renewal area to be considered within the Town will be the Avon Town Center West and Main Street Public Improvements project area and the Confluence area. Please feel free to indicate
your interest, individually or jointly with other firms, in the preparation of an urban renewal plan for such project(s). Information previously prepared on the Town Center West and
Main Street Public Improvement areas can be found on the web at www.avonmainstreet.com.
General Workflow and Timeframe: Please provide a workflow and timeframe estimate including
any necessary presentations at Town Council meetings. The Avon Town Council meets the second and fourth Tuesday of each month with worksessions typically held in the afternoons and
the regular meetings beginning at 5:30 p.m.
General Cost: Please provide an all-inclusive estimate of the cost of the conditions survey. It is understood that this is only an estimate
and the Town may enter into further negotiations regarding the price and the form of a contract for performance of services.
Qualifications: Please provide a general description of the qualifications of the person or team proposed to prepare the conditions survey and the resumes of those persons who will
be involved.
References: Please provide at least three (3) references relating to similar blight studies or conditions surveys performed for Colorado municipalities, preferably for
western slope towns of a similar size. Please also provide examples of other conditions surveys and/or blight studies, if possible.

Proposals will be reviewed by staff and a recommendation will be
made to the Town Council for a final decision. The Town may choose not to accept any proposals. Firms may be contacted to set up interviews or answer questions regarding their proposal.

Profile of Avon and Project Area
The Town of Avon was incorporated in 1978 and is located in Eagle County, eight miles west of the Town of Vail and seventeen miles east of the Town
of Eagle. The Town sits north of U.S. Highway 6, directly adjacent to the Beaver Creek Resort and is bisected by Interstate Highway 70 from east to west. The primary transportation
route to and from Avon is I-70. The Town of Avon currently encompasses approximately 8¼ square miles. With a population of 6,727 it is Eagle County’s most populous town.
The Town
is a home-rule community and operates under the council/manager form of government and provides a full range of municipal services including police protection; construction and maintenance
of parks, streets and roads, and infrastructure; recreational amenities and cultural activities and events; community planning and zoning; and general administrative services.
In 2005,
the Town of Avon hired Design Workshop, Inc. to plan and design the Town Center West and Main Street Public Improvements. The scope of work consisted of developing plans for a new Main
Street, transit center, parking structure and contextual improvements between Avon Road and Nottingham Park.
The process resulted in a comprehensive product that analyzes the economic,
social, and physical factors of the project; the necessary public support and buy-in; a framework for the public process, and conceptual plan alternatives which will include preliminary
financing alternatives.
The Design Workshop team met with Town Council, Planning and Zoning Commission, Staff and the steering committee periodically to select a preferred alternative
based on community and key stakeholder comments from the charrette, as well as comments generated from an open house.
Attached are the existing site inventory and general location
map(s) as well as the preferred master redevelopment plan. The preferred plan includes street configuration integrated with the transportation center; proposed railroad crossings and
parking structure; streetscape, landscape and pedestrian areas; and connectivity and circulation. Also attached is the illustrative site plan for the recently approved Riverfront Village
Planned Unit Development.
