II. INTRODUCTION
The Village (at Avon) is located east of the center of the Town of Avon in Eagle County,
Colorado. The proposed development consists of 1790 acres of residential and mixed use
development and open space. The portion of the proposed development located north of
Interstate 70 is approximately 1614 acres. Most of the development on this portion of the
property will be very low density residential development. Mixed use development will be
located south of Interstate 70 in the old STOLport property and is approximately 176 acres.
This report provides an evaluation of existing drainage basins that affect Filing 1 of the proposed
property. Martin/Martin is preparing the drainage report for Lots 2 -5, I -70 interchange and
Tracts A -G of Filing 1. Site specific drainage reports and plans will be provided in conjunction
with the subsequent applications for approval for the north of I -70 development and building
permit issuance for Lot 1 of the STOLport development.
III. EXISTING LAND USE
The existing land use for the property north of Interstate 70 is pasture or range land and the
vegetation consists of sagebrush in the lower portions and forest in the upper portions. Prior
uses of land south of Interstate 70 include an abandoned airport and a gravel mining operation.
IV. DRAINAGE BASINS
The drainage flows predominantly from north to south under Interstate 70 through the site to the

Eagle River. Drainage basins which affect the project include Nottingham Gulch and portions of
Swift Gulch. Interstate 70 and the Union Pacific Railroad have existing culverts which pass
drainage from the project. The railroad culverts have been evaluated to determine if their
capacity is adequate to pass existing and developed flows. Although there is an irrigation ditch
traversing the site from east to west, its affect has been ignored, as is typical when evaluating
irrigation ditches, since they can be assumed to be full during major storm events. Drainage
basins to the proposed roads in the development range in size from 106 acres to 2200 acres.

V. PEAK FLOW DETERMINATION
Peak flows have been calculated using TR55, "Urban Hydrology for Small Watersheds ". June
1986 as prepared by the U.S. Soil Conservation Service. All culverts and storm sewers will be
sized to handle the 25 year storm, except where the culvert or storm sewer is under or adjacent to
an arterial or collector street where they will be designed for the 100 year storm as prescribed by
the September, 1994, Town of Avon, "Master Drainage Study ". Actual soil types as provided by
the Soil Conservation Service and the U.S. Forest Service were used in determining peak flow
rates and maps are provided in figures 2 and 3 respectively. A summary of the soils may be
found in Table 1 and Table 2.
Offsite peak flows have been taken from the Town of Avon Master Drainage Study dated
September 1994. Basins VII through XII from that report used TR55 to compute peak flows for
the 10 and 100 -year storms. The runoff curve numbers, time of concentration and drainage

areas from the Town of Avon Master Drainage Study have been added to the on -site areas of
The Village (at Avon) project to calculate stormwater flows at the existing railroad culverts and
historic and developed flows at study points on -site. The calculations for these study points may
be found in Appendices C, D and E and drainage areas are delineated on Sheet 3 of the maps.
Nottingham Gulch has been evaluated by Bishop - Brogden Associates using regression relations
in accordance with U.S. Geological Survey Water Resources Investigations Report 85 -4086,
Estimation of Natural Streamflow Characteristics in Western Colorado, Lakewood, Colorado,
1985. Their analysis may be found in Appendix B.
Lots 2, 3, 4 and 5 are being designed by Martin and Martin but offsite flows were supplied to
them by Alpine Engineering, Inc and Bishop Brodgen Associates. The offsite calculations may
be found in Appendix A and Appendix B and drainage basins are shown on Sheets 1 and 2 of the
maps.
There is a temporary road proposed on the existing airport runway but it is maintaining existing
flow patterns so the existing culverts should be adequate until Lot 1 is developed.
VI. DETENTION AND POLLUTION CONTROL
Historic and developed flow rates havc been preliminarily computed at two study points to
determine the need for detention.

Study Point A is at the southwest corner of the site adjacent to Chapel Square. Historic
calculations for Study Point A may be found in Appendix F and are delineated on Sheet 4 of the
maps. These calculations show the historic 100 -year stormwater flow rate to be 220 cfs. In
"Drainage Report for Nottingham Station, Lots 3 and 4, Tracts C & D, Town of Avon, Eagle,
Colorado" prepared by Inter - Mountain Engineering, Ltd., dated March 1995, revised May 15,
1995, it states that the approximate 100 year anticipated peak discharge is 238 cfs. It is expected
that The Village will outfall at this point through a combination of new pipes under the railroad,
which will tie into two existing 36" CMP pipes in Nottingham Station and other existing culverts
in Hurd Lane. Historic stormwater discharge flow rates will be maintained in this area.
Developed flow rates to Study Point A are proposed to be reduced by diverting offsite Town of
Avon Basins IX and X to Study Point B. Basins IX and X historically flowed to Study Point A
as is shown on Sheet 4, Preliminary Historic Stormwater Flows for Stormwater Management of
the maps. The calculations in Appendix F show that by diverting offsite Basins IX and X away
from Study Point A, the developed flows with the proposed development are very close to the
historic flows. This would alleviate the need for detention at Study Point A and only water
quality and the evaluation of downstream pipe capacity would need to be addressed when
development plans for Lot 1 are designed.
At Study Point B it is proposed that a storm sewer trunk line would be bored under the railroad
and then piped down Stonebridge Drive to the Eagle River. This is shown on Sheet 5,
Developed Stormwater Flows for Stormwater Management. It is proposed that Town of Avon
offsite drainage Basin IX and X are picked -up and brought down to Study Point B to outfall in

the Eagle River. Detention may not be necessary at this outfall since it will flow directly into
the Eagle River and the outfall pipe can be sized to accommodate developed flows without
impacting downstream properties.
Water quality will be carefully designed because of the STOLport's proximity to the Eagle
River. Various techniques will be evaluated, as the nature of the development of Lot 1 is
determined. Some possible techniques to address water quality concerns are as follows.
Extended detention ponds, which may be wet or dry, may be used to provide water quality
controls. Infiltration basins are small ponds, which settle out and infiltrate pollutants and
contaminants from pavement runoff, which contains oil and grit. Another method of infiltrating
stormwater to remove oil and grit and recharge groundwater is the use of infiltration trenches.
These are trenches filled with stone that filter out contaminants from stormwater. Vegetated
swales with check dams may also be utilized to clean up stormwater. Another method available
to clean up stormwater is a dry well. A combination of these methods will be utilized to ensure
that stormwater leaving the site has received water quality treatment. The exhibits show some of
the methods discussed in this section.
VII. SEDIMENT CONTROL
A sediment control plan has been prepared for the project to limit the transportation of sediments
and contaminants to the Eagle River and its tributaries during construction. During the
construction phase of the project there will be substantial amounts of disturbed and bare ground.
This ground is susceptible to erosion and sediments are readily transported by stormwater.

Therefore, a sediment control plan is necessary to minimize the amounts of sediment leaving the
site. Devices which may be used during construction to prevent sediment -laden runoff from
leaving the site include stabilized construction entrances, silt fence, straw bales, perimeter
ditches, stone outlet structures, earth dikes, and sediment traps. The exhibits include details of
these sediment control devices.
VIII. SUMMARY
The northern portion of the Avon Village development which is not a part of Filing 1, will have
primarily very low- density residential development and will therefore probably not need
detention. There may be some multi- family housing that will have to be evaluated for detention
requirements. Road culverts will be designed for the 100 -year frequency storm wherever
necessary.
Filing 1, Lot 1 has stormwater management calculations presented in this report. As Lot 1
development plans are finalized these stormwater management requirements will be included in
subsequent submittals for building permit.
Sediment control devices will be built during the construction phase of the project so that
sediment from the disturbed site will remain on -site.

Subject: Nottingham Gulch - Peak Flows
As you requested, I'm sending you some information regarding estimated peak runoff flows for Nottingham Gulch, as
well as estimated dam failure flows.
In our letter dated March 1995, we estimated a peak runoff flow of about 450 cfs, based upon USGS Report 85 -4086.
The attached worksheet provides the equation and parameters used in the calculation. As a check, we also looked at
measured streamflow at the nearby USGS gage on Middle Creek near Nlinturn (1965- 1998), which has a drainage basin
of5.94 sq. mi. compared to the 3.9 sq. mi. drainage basin at Nottingham Gulch. During the 30+ years ofrecord, the peak
daily flow was 93 cfs on June 22, 1983. We also reviewed flows at the USGS gage on the Eagle River at Red Cliff,
which has a longer period of record (1910 - 1925, 1944 - 1998). The peak daily flow at the Eagle gage was 900 cfs on
June 5, 1912, as compared to a daily flow of 518 cfs on June 31, 1983. In other words, the peak daily flow during the
period of record was about 1.74 times greater than the peak flow in 1983 (900/518). According to the USGS records
for the M inturn gage, the peak instantaneous flow rate ever measured at the gage was 116 cfs. We factored this up by
1.74 to get a loner term period peak of 302 cfs for the Minturn gage, or 133 cfs at Nottingham Gulch (202 x 3.9/5.94).
Based upon data presented in a 1986 Bureau report entitled Comparison of Estimated Maximum Flood Peaks with
Historic Floods (see attachment) we factored up the peak estimated flow by 2, to predict a probable maximum flood of
265 cfs at Nottingham Gulch.
In summary, based upon the USGS paper we estimate a peak flow of about 450 cfs, and based upon limited gaging data
we estimate a peak flow of about 265 cfs. To be conservative, we recommend using the 450 cfs for any design
considerations.
We also discussed the peak flow rates associated with dam failure of the 23.6 ac -ft reservoir. As shown in the attached
worksheet, the peak flow will vary with the degree of dam failure. In a very worst case scenario, we asumed the darn
would fail and completely drain in 15 minutes, which would send a slug of water down the basin at a rate of about 1 100
cfs. A more conservative failure may drain the dam in about an hour, sending-, a slug of about 113 cfs down the basin.
For planning we recommended using a dam failure occuring over about half an flour, which we estimated roughly
equivalent to the peak runoff event, or about 450 cfs.
In our estimated worst -case scenario, a peak runoff -event of 450 cfs would hit the dam and cause it to fail over a half
hour period, which would equate to a peak flow of about 900 cfs. As we discussed, it may be possible to diminish some
of the risk by building a retention pond near the highway to buffer the flows in the event of a dam failure.

26. Dark Gulch and North Fork Tributary to Big Thompson River
near Glen Haven, Colorado
In the evening of July 31, 1976, a series of violent thunderstorms released unprecedented volumes
of water onto the mountain terrain of the northern Colorado front range from Estes Park to the
Wyoming border. The Big Thompson River and its many small tributary streams west of Drake,
Colorado, were especially hard hit. The stream valleys were a favorite vacation spot and summer
residence. The Big Thompson flood caused 139 deaths and 5 missing persons. It ranks as one
of the worst natural disasters in Colorado history.
Although heavy rain began at Glen Haven about 7:30 p.m., the first report of heavy flooding in
the area was at Fox Creek, which reached a peak stage at 9:00 p.m. at Glen Haven. Much of the
most intense rainfall occurred in the area of Glen Haven and along the divide between the North
Fork Tributary and the main stem of the Big Thompson. Isohyets drawn for the total flood area
show more than 10 in of rain near Glen Haven and point rainfalls as high as 12 in. The rainfall
generally began about 6:30 and ended by 11:30 p.m.
In the area of this divide two of the most intense runoff events were later established by, slope -
area measurements. The North Fork of the Big Thompson near Glen Haven had a reported discharge

of 9,670 1`1.3/s from a drainage basin of 1.38 miz, and Dark Gulch at Glen Haven (flowing south
from the divide) had a reported discharge of 7,210 ft3 /s from a drainage area of 1.00 mil. Both
of these small basins produced discharges in excess of 7,000 ft3 /s /mi2 from this thunder -
storm [45].
The topography of the area is characterized by steep north and south facing slopes with rugged
rock faces along the ridge lines and a thin soil mantle, which supports moderate stands of Coni-
ferous trees and small brush at the lower elevations. Because of the steep slopes and small storage
capacity of the soils, storm runoff quickly reaches nearby surface channels. On this basis, C values
of 0.7 were selected to aid in the determination of PMF hydrographs. With this assumption and
basin parameters measured on USGS 40 -ft contour maps, lag times of 22 and 17 min were
computed for these two small basins. This is generally consistent with the reported times of 6:30
p.m., when the rainfall started, and about 7:00 p.m., when the first damage was reported by
residents on the larger streams. Loss rates assumed in preparation of PMF estimates for both
streams were assumed to be 0.15 in (initial) and 0.10 in /h (constant).
The PIMP for these two small basins was derived from HMR 55 [2] maps and procedures. Table
21 presents the PMP estimates for various durations used in this study.

Based on the above assumptions and data, PMF hydrographs were prepared for both basins. The
Dark Gulch Basin PMF peak is 12,900 ft3 /s and the North Fork tributary PMF peak is 16,100
ft3 /s. These figures result in percentage estimates of 56 percent and 60 percent, respectively,
for the recorded flood peak discharges in this disastrous 1976 Colorado event. Plates 29 and 30
show a comparison of the computed PMF hydrograph peaks with the historic flood peaks for
these two small basins.
27. Tye River near Norwood, Virginia
At the time of its occurrence in August 1969, Hurricane Camille, was the most intense hurricane
of record ever to have entered the U.S. mainland. As it passed over central Virginia on the night
of August 19 and on the morning of August 20, recordbreaking flooding occurred. The floods,
rain - induced landslides, property damage, and deaths that resulted make this hurricane event the
worst natural disaster ever to strike Virginia. Flows on the Tye River and the Upper James River
are still the highest ever recorded, even larger than the flooding later produced by Hurricane Agnes
in 1972 [46].
On the evening of August 19, Camille intensified rapidly as she passed eastward over the Ap-
palachian Mountain ridge. By late in the night of August 19, the hurricane had merged with heavy
showers and thunderstorms already in the mountains. This merger resulted in a very intense band
of rain approximately 50 mi wide, which extended from White Sulphur Springs, West Virginia, to
Fredericksburg, Virginia. In Nelson County, spot measurements of as much as 27 to 28 in of rainfall
in 8 h were reported. These amounts were more than triple the previous record Virginia rainfall
of 8.4 inches in 12 h during a 1942 hurricane.
Record floods occurred along streams in Camille's path. Many had recurrence intervals much =
greater than the established 50 -yr floods, and some had return periods in excess of 100 yr. The
