HELD OCTOBER 10, 2006
A regular meeting of the Town of Avon, Colorado was held at the Avon Municipal Building, 400
Benchmark Road, Avon, Colorado in the Council Chambers.
Mayor Ron Wolfe called the meeting to order at 5:30 PM. A roll call was taken and Council
members present were Debbie Buckley, Kristi Ferraro, Mac McDevitt, Amy Phillips, Brian Sipes,
and Tamra Nottingham Underwood. was absent. Also present were Town Attorney John Dunn,
Town Manager Larry Brooks, Asst. Town Manager Jacquie Halburnt, Town Clerk Patty
McKenny, Town Engineer Norm Wood, Finance Director Scott Wright, Police Chief Brian Kozak,
Community Development Director Eric Heidemann and Public Works /Transit Director Bob Reed
as well as members of the press and public.
APPROVAL OF AGENDA & DISCLOSURE OF POTENTIAL OF CONFLICT OF INTEREST
There were no potential conflict of interests for this meeting.
CITIZEN & COMMUNITY INPUT
Mike Brown, Eagle Valley Library District, addressed Council regarding the November ballot
questions related to new funding for expansions of libraries in the district. He presented a fact
sheet summarizing expenditures of the district and the proposal for expansion of Avon's and
Eagle's libraries.
Tom Edwards, Candidate for Eagle County Commissioner, addressed Council regarding the
upcoming election.
OTHER BUSINESS
Jeff Thormodsgaard, Boulder Regional Field Director, Coloradans for Fairness, presented
information on Referendum I. He explained the intent of the domestic partnership ballot
proposal.
STAFF UPDATES
Eric Heidemann, Community Development Director, presented a Housing Needs Assessment
Update noting that the status of the work that has been completed to date by RRC, as well as
an outline of remaining tasks
Eric Heidemann, Community Development Director presented the Trail Open House Summary
Present findings from the August 8th Open House
Eric, Heidemann, Community Development Director, Panning and Zoning Commission / Council
Joint Work Session Request (Invitation to join the Planning and Zoning Commission on October
17th for conceptual review of the Folson property and to review the preliminary finding of the
East Town Center Market Investigation report and preferred alternative
Norm Wood, Town Engineer, Railroad Crossing & Transportation Center Project Update A brief
update on the status of this project

Mayor Wolfe asked for a motion on the Consent Agenda below. Councilor Sipes moved to
adopt the consent agenda; Councilor Buckley seconded the motion and it passed unanimously.

Proposal for design services from Victor Mark Donaldson for the municipal building modular
expansion
b. Nottingham and Puder Ditch Improvements — Design Services Proposal (Norm Wood,

There being no further business to come before the Council, the regular meeting adjourned at
6:40 PM.
