A RESOLUTION TO APPROVE A REQUEST FOR ALLOCATION OF
PEG FUNDS
WHEREAS, The Town Council of the Town of Avon anticipates collecting PEG
fees from cable subscribers during the 2010 and 2011 budget years in the estimated
amount of $10,000 for each year; and
WHEREAS, a request has been made to the Town of Avon from the local public
access television station, Public Access 5, for an allocation of such funds in the amount of
$20,000 for PEG access equipment, which are appropriate purposes as set forth in the
Town's cable franchise agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF
THE TOWN OF AVON, COLORADO:
Section 1. That the attached request for allocation of $20,000 of PEG funds is
hereby approved.
Section 2. That a supplemental appropriation in the amount of $20,000 in the
2011 budget will be forwarded to the Avon Town Council subsequent to the adoption of
the 2011 proposed budget.

Summary:
• Attached to this memo is a PEG funding request from J.K Perry, General Manager of
Public Access 5, for the allocation of funding of the PEG fees collected by the Town for
2010 and 2011 in the amount of $20,000. The funds requested would be used to
purchase a multi - camera production system in partnership with the Town of Vail.
Financial Implications:
PEG fees in the amount of $10,000 are estimated to be collected in both the 2010 and 2011
fiscal years and have been included in General Fund estimated revenues. However,
appropriation for the use of the PEG fees has not been included for either the 2010 or 2011
budgets. If the request for the use of the PEG fees is granted, a supplemental budget
amendment for the 2011 budget would be made subsequent to the beginning of the new year.

Each year approximately $10,000 in PEG capital improvement funds are available from Comcast to
purchase new equipment.
When Channel 5 applied in 2009 for PEG funds, the council asked that we work with the Town of Vail to
purchase a multi- camera production system. An.opportunity now exists to do so.
The Town of Vail is interested in splitting the cost of a Rushworks Remo, a portable production system
similar to the unit considered by the council last year. The total price is approximately $33,000. This
includes the unit, eight permanently fixed cameras (four of which would be installed in Avon), training
and installation. Avon's share would be approximately $16,500.
• The unit would greatly improve production of council meetings. The multi- camera system would allow
us to switch from camera to camera, rather than pan and zoom to each person. The unit also provides
the ability to identify council members, staff and others using graphics, such as lower thirds. There is
also a dedicated computer input that would more clearly display any power point or video
presentations.
In addition, the unit will decrease production and the time needed to bring the final product to
residents on Channel 5 and the web.
Channel 5 is asking the Avon Town Council to allocate $10,000 both this year and next to purchase the
unit, for a total of $20,000. We also ask that any remaining funds be available for Channel 5 to purchase
a Mac Pro computer to improve the quality of broadcast and decrease the amount of time needed to
bring productions to residents.

Scenario A - PEG funds allocated for 2010 and 2011, $20,000
Rushworks Remo $16,500
The Rushworks Remo is a mobile production system that will improve the quality of government
meetings.
Mac Pro Computer $3,500
The Mac Pro would improve the quality of broadcast and decrease the amount of time needed to bring
productions to residents.
Scenario B - PEG funds allocated for 2010, $10,000
Turnkey studio switcher with monitors, audio mixer and character generator - $10,000 •
This switcher would allow us to produce professional, live or recorded programs at our studio. Our
studio is in serious need of upgrades to make it easy for residents to produce professional - quality
programs.
