A RESOLUTION APPROVING THE LOCATIONS
FOR POSTING THE NOTICES OF PUBLIC MEETINGS'
Whereas, Local Public Bodies, including the Avon Town Council, are required by Subsection
24-6-402 (2)(c) C.R.S., to designate annually at the,Town Council's first regular meeting of each
calendar year, the place at which notice will be posted at least 24 hours prior to each meeting.
NOW, THEREFORE BE IT RESOLVED BY THE AVON TOWN COUNCIL AS FOLLOWS:
Notice of meetings of the Town Council required pursuant to Section 24-6-401, et.seq., C.R.S.
shall be posted within the boundaries of the Town at least 24 hours prior to each meeting at the
following locations:
Avon Municipal Complex, 400 Benchmark Road, Bulletin Board
Avon Recreation Center, 325 Benchmark. Road, Bulletin Board
Alpine Bank, '10 W. Beaver..Creek Boulevard, Bulletin Board
Avon Public Library, 200 Benchmark Road, Front Area Bulletin Board

Summary: Resolution No. 07-26, Series 2007 is presented to Council for their approval of the four
locations used for posting the notices of public meetings.
Previous Council Action: The Town Council adopts this type of resolution on, an annual basis as
required by Colorado Revised Statutes.
Background: 'The four locations have been as follows:
✓ Avon Municipal Complex, 400 Benchmark Road, Bulletin Board
✓ Avon Recreation Center, 325 Benchmark Road, Bulletin Board
✓ Alpine Bank, 10 W. Beaver Creek Boulevard, Bulletin Board
✓ City Market, 260 Beaver Creek Place, Front Lobby Bulletin Board
Discussion: Colorado Revised Statutes, Subsection 24-6-402' addresses the speck guidelines
involved with.the open meetings law and posting notices. Notices must be posted at least 24 hours
prior to each meeting. Regular council meeting notices and planning & zoning meeting notices are
posted on the.Friday before the meeting and emailed to Avon's distribution list of several hundred-
email addresses. In addition to the posting,,the regular council meeting agendas are published in
the Vail Daily on the Monday before the Tuesday meeting. These posting locations are also used for-
special meeting notices and public hearing notices for ordinances.
City Market is no longer able to provide space for posting public notices due. to policy changes;- in
fact, most of the.wall space will be used for paid advertising. In light of that information; we have
spoken with the Avon Public Library about posting Avon. notices. They have agreed to provide
space on their bulletin board in the front desk area for the Town. In order to make this an official
location, council will consider the attached resolution identifying the 3 existing locations and the one
new location.
Alternatives: Council could choose other locations for posting purposes.

A RESOLUTION ADOPTING THE AVON WEST TOWN CENTER DISTRICT
INVESTMENT PLAN
WHEREAS, The Town acknowledged the potential for new development and
redevelopment of an area of town known as the "Town Center" leading to the publication
of a plan in 1999 titled "Avon Town Center"; and
WHEREAS, The Town adopted the Avon Town Center Implementation Plan on
November 6, 2001, including an action plan for public improvements in combination
with the private sector projects; and
WHEREAS, In July of 2005 the Town held a Community. Charrette and numerous
stakeholder meetings involving a large array of interested groups and citizens to help,
develop a vision for the Town Center District; and
WHEREAS, The updated '2006 Comprehensive Planrecognizes the `West Town
Center District' to be an intensely developed mixed use, pedestrian-oriented area serving
as the primary focus for residential and lodging development within the overall Town
Center; and
WHEREAS, The Comprehensive Plan designates the West Town Center District as a
High Priority for the Town, and the Plan includes several Goals, Policies, and Planning
Principles relative to the implementation of a detailed District Plan; and
WHEREAS, A financial analysis and market analysis were conducted to identify the
optimal viable redevelopment plan for the public and private sectors in the West Town
Center District; and
WHEREAS, A set of detailed Design Guidelines have been developed for the Town
Center to provide a vision to guide redevelopment; and
WHEREAS, the Planning & Zoning Commission is appointed by the Town Council to
make and recommend plans for the physical development of the Town, subject to the
approval of the governing body; and
WHEREAS, the Planning and Zoning Commission reviewed -the Town Center Design
Guidelines at their July 17, 2007 meeting and made a unanimous recommendation for
approval to the.Town Council; and
WHEREAS, the Town Council has reviewed the attached Avon .West Town -Center
District Investment Plan ("Exhibit A") as prepared and revised by Design Workshop,
Community Development Subcommittee, and Town Staff; .
NOW, THEREFORE, BE IT RESOLVED, that the Avon Town Council hereby
approves the Avon West Town Center District Investment Plan,. dated August 2007.
