A RESOLUTION IN SUPPORT OF THE 2007 BALLOT ISSUE KNOWN AS
""REFERENDUM 1A WHETHER THE PROPOSED EAGLE COUNTY HOME RULE'
CHARTER, AS REVISED BY THE EAGLE COUNTY HOME RULE CHARTER
COMMISSION, SHALL BE APPROVED" 'THAT WILL CHANGE THE EAGLE
COUNTY FORM OF GOVERNMENT FROM STATUTORY TO HOME RULE
WHEREAS adoption of the Eagle County Home Rule charter will increase the
number of Commissioners representing constituents from three to five
thereby increasing the diversity of Commissioner experience and the
ideological and geographic representation of communities in Eagle County,
WHEREAS five Commissioners will be better able to serve , and represent
Eagle County and the Town of Avon, on regional and state committees on
matters such as mass transit, housing, roads wildfire mitigation and other
topics directly affecting Avon,
WHEREAS five Commissioners will permit informal discussion between two of
them and therefore provide improved understanding, analysis and
exploration of alternative actions and solutions while still requiring
deliberation and decision making be solely at noticed public meetings,
WHEREAS adoption of Home Rule will add rigor to decision making by
requiring the documentation of findings and conclusions and approvals and
denials by'Ordinance and Resolution,
WHEREAS the voters of Eagle County will gain the ability to directly place
Initiatives and Referenda on the ballot, a power not currently available to
the voters, being therefore an increase in governance power of the people,
WHEREAS the creation of five Commissioner Districts results in a smaller
Districts.from which Commissioners are elected so that they will have
greater awareness and understanding of their now more narrowly defined
geographical representation,
WHEREAS ethical conduct and decorum requirements will be increased by
the inclusion in the Charter of ARTICL X - CODE OF ETHICS that sets
expectations greater than state requirements,
WHEREAS the position of County Manager is defined as Chief Operating
Officer and thereby precluding excessive and biased intrusion by the Board
of County Commissioners into daily operating, personnel and policy
implementation matters,
WHEREAS the role of the Board of County Commissioners is defined as' the
elected Policy Body focused on the strategies and directions of the County,
WHEREAS the Town of Avon will be benefitted by the more effective
operation of our.superior governing body, will be better represented, will be
more equitably considered and treated within the municipalities of the
County;
NOW, THEREFORE, BE IT RESOLVED by the Town Council of'the Town of
Avon that this Council concludes that„the adoption of the revised Home Rule
Charter is in the best interests of Avon and the County and supports its
adoption by a "yes" vote on REFERENDUM 1A.
ADOPTED at a regular meeting of the Town Council of the Town
of Avon the 24th day of April, 2007. _
