A RESOLUTION IN SUPPORT OF U.S. WEST'S PROPOSAL
FOR LOCAL TELEPHONE CALLING AREAS IN RURAL COLORADO
WHEREAS, U.S. West has proposed to expand local telephone
calling areas in rural Colorado; and
WHEREAS, expanded local calling areas could eliminate long
distance charges between communities located in the same area; and

the rural local calling concept as they feel the metro communities
will absorb the costs of this rural program; and
WHEREAS, the Avon Town Council is supportive of the local
telephone calling areas for Eagle County and the Upper Eagle
Valley; and
WHEREAS, the Public Utilities Commission has to approve the
local telephone calling areas and needs to know the opinions of rural
Colorado.

RE: U.S. West Local Calling Areas
I have attached- a Resolution to be considered by the Vail Town
Council for adoption relating to the proposal set forth by U.S.
West to establish local calling areas throughout rural Colorado.
As I understand the proposal, residents and businesses in this
area would have three choices for a designated local calling area.
Those choices would include:
1) Vail, Minturn, Avon areas (current arrangement)
2) Vail,, Minturn, Avon, Breckenridge and Dillon
3) Vail, Minturn, Avon, Breckenridge, Dillon, Aspen, Snowmass
and Glenwood Springs
There would be a price tier to each alternative. The ratio for
Alternative One will either be lower than the current rate or
similar to the current rate.
Edwards through Gypsum is not in the calling area as those areas
are under Eagle Telephone and not.U.S. West. So far, Eagle
Telephone has elected not to become part of the local calling area
plan although they can. I do not-know their business reasons for
not doing so.
Vail will, most likely, ask Eagle Telephone to consider such an
agreement with U.S. West as it would benefit many of Vail
businesses, residents and employees.
I thought I would share this with you as the Metro area is
fighting this plan and without some support from rural Colorado,
it may never happen. Thanks.
