RESOLUTION CONCERNED WITH
PROPOSALS FOR HOMESTARE II
WATER DIVERSION PROJECT
WHEREAS, the Town Council of the Town of Avon is
the governmental entity representing one of those
municipalities most directly impacted by the possible
diversion of water of the Eagle River proposed by that
project known as Homestake II, and
WHEREAS, the United States Forest Service is
presently considering six alternative proposals related to
the possible diversion of water associated with certain
conditional. water rights presently owned by the cities of
Colorado Springs and Aurora, and
WHEREAS, the release of the Draft Environmental
Impact Statement related to the Homestake II project by the
United States Forest Service less than two weeks before the
only public hearing in Eagle County scheduled thereon has
prevented the Town of Avon and the public at large from
studying the report in a manner which would permit
appropriate responses on the alternative proposals, and
WHEREAS, the proposed diversion plan would
significantly effect the waters upon which the Town of Avon
relies for its water supply, particularly in those years
when a less than normal water supply is available, and
WHEREAS, the Town has significant concerns
regarding the turbidity and water quality of the water which
would be available to it if the proposed water destined for
diversion is, in fact, diverted, and
WHEREAS, the Town is convinced that the diversion
of the proposed waters would result in devastating impact
upon the environment in the area of the proposed diversion,
which impact is inconsistant with the obligation of the
United States Forest Service to minimize the destruction of
the national forest reserves, and
WHEREAS, at the hearing conducted in Minturn,
Colorado, on the 4th day of June, 1982, the United States
Forest Service was confronted with several inaccuracies,
omissions and distortions, of the draft of the Environmental
Impact Statement which were identified in the very limited
time prior to such hearing, and
WHEREAS, such deficiencies in the draft
Environmental Impact Statement indicate the need for a more
thorough analysis-of the document prior to further
consideration of the contents thereof, and
WHEREAS, testimony at the aforementioned public
hearing indicated that additional proposed alternatives were
presented to the United States Forest Service which were not
addressed in part or in their entirety in the draft
Environmental Impact Statement, which proposals the public
has had no opportunity to review, and
WHEREAS, the inaccuracies, ommissions and
distortions already identified'in the draft Environmental
Impact Statement indicate that the acceptance of the Forest
Service proposed alternative would be wholly.fallacious and
without adequate foundation, and
WHEREAS,.the Govornor's Water Round-table has had
no opportunity to review or provide input upon the draft
Environmental Impact Statement, to discuss it with local or
regional officials, or to pursue either any of the
alternatives included in the Draft Environmental Impact
Statement or in any alternative which might be available to
avoid the inherent-hazzards associated with the Forest
Service's preferred alternative number six.
WHEREAS, the time table of the United States
Forest Service, permits public input until the 20th day of
July, 1982, and
NOW, THEREFORE, BE IT RESOLVED; by the Town
Council of the Town of Avon:
1.' That the United States Forest Service hold
further hearings in'Eagle County at such time as the public
will have had a reasonable opportunity to review the Draft
Environmental Impact Statement related to Homestake IT.
2. That the United States Forest Service-further
investigate Alternative One and Alternative Five to
determine whether either is consistent with the goals of the
=United.States Forest Service and necessary to preserve the
environment both within and without the immediate area of
the.proposed diversion.
3. -That the United States Forest Service
publicize those additional alternatives which have been
under consideration and provide the public with an
opportunity to comment upon those alternative proposals.
4. That the Governor's Water Round-table be
provided an opportunity to review all proposals under
consideration and to respond to the alternatives in a manner
which would be-consistent with regional and state goals.
