WHEREAS, we are a Nation of people who thrive on helping
others, as well as ourselves, to a better life; and
WHEREAS, volunteerism has always been an essential part
of the spirit and traditions of this Country, so that today one

to some kind of volunteer service - helping others or working for
a cause - and this great grass roots movement is growing; and
WHEREAS, volunteerism directly reflects the democratic
principles of this Nation in that everyone, regardless of

doing for others as well as from improving one's own skills and
widening one's horizons; and
WHEREAS, volunteerism is increasingly recognized as a
central partner with government and industry in doing the work of
the Nation; and
WHEREAS, the State has established the Office of Voluntary
Citizen Participation in order to encourage and coordinate volunteer
